Steps:

You will get a promo code for Amazon.
Add the game to your cart on Amazon and apply the code.

Some users are reporting not getting any code, others get a message saying that the codes are all gone for now and some are still getting codes so you're mileage may vary.

Huge thanks worked for me, just had to use US address but accepted my Australian CC. Got a steam key :)
made a new account because tried and failed with others before haha. Searched for 'pawn shop beverly hills CA' and put in a real address with 90209 area code.

Can't do it. Codes are fine but when I reach the step to download, it logout me from the site and I can't log in saying the password and email don't match :(
even tried a proxy but no success, anyone from allowed countries wanna help me out? :(

You don't have to download anyway. Just go to your software and games library (Your Account menu on the right side) and key will be there. Activate it on Steam.
