Does that also mean that those half-baked full priced (tier 1 priced) CIS versions will be finally gone forever for the EU countries (or whatever they call this new tier)?

Best course of action: Don't buy/pirate/play any of the games that are now overpriced.
If people were to actually do that, the effect is something both the publishers and Valve will notice.
(Their little graph will go down instead of up for the EU segment).
When profit gets hit, it is pretty much the only point where a company has to take notice.

So, all games that had special pricing for Europe Tier 2 (the tier for the poorer countries in Europe) cost the same now as Tier 1. Examples:
