I didn't read all the comments in the thread, but after going through this thread a bit, there's a bit of misinformation I can see here. A couple of points to clarify:
1) Only one person has access to editing the bundle list
2) Games in bundles are usually added promptly. Sometimes the bundler misses a game or two, and we have to rely on people to report the missing game to have it added.
3) Games that are exploited are much more difficult to find. Most of the time, it's either because we see the exploit as it happens in a thread, but in some cases, the lesser known ones are only added months later when someone submits a ticket to report it.
4) There is some IGN exploit used to get hundreds and hundreds of keys for the free games. I don't know the specifics, but there are quite a few accounts on sg that just give hundreds of copies of IGN games. I believe one account was at level 8 or 9 just from exploited IGN keys before the games were added to the bundle list.
5) Adding exploited bundle games to the bundle list was based partly on steamgifts user feedback. There were a lot of people complaining that it was unfair to give exploited games full CV. This is one of those cases where it's impossible to satisfy both crowds of people.
I personally believe there needs to be an overhaul of the CV system, but it looks like none of the alternatives has raised the interest of cg. BTW if anyone has a really good idea, please post about it. cg has personally stated that if there's a better way to do CV, he'll implement it.
My pet CV system would create the exploited list and allow one copy for full CV of the game, further giveaways with some type of CV discount. We already list these exploited games, so it's not much harder to just separate them onto a separate list.

Personally speaking, I really don't care if a hundred people gets to lvl 10 by exploiting a bug when there are other 100.000 that are playing according to the rules. I could freely add them to my BL of course, but if they gave out 500 copies of an unbundled game it can still be considered a gain to the comunity and adding that game to the bundle list would only discourage honest people from creating GAs for that game. What happens right now is that in avoiding to give 100 persons a unfair advantage, we end up punishing 100.100 persons. Your proposal sound quite fair, but I would raise even to the second game full CV (but not more).
Also retroactivity should work starting from 1 week before a game gets bundled to avoid exploiting of free games or bundles that aren't immediateley added to the list, as there is no point in taking away CV to a person that bought 2 years ago at full price a game. I rarely give unbundled games but still feel sorry for our top contributors losing CV and getting discouraged in contributing more.

I often notice that some well-known bundle sites don't always have their games bundled, sometimes even within a month.
While I know games like Tomb Raider, etc. were supposed to have been bundled, it took more than a month to be rectified on SG.
I understand the backlog with exploits, and singularly bundled games given away, but surely not for sites like Humble Bundle and IndieGala.

That's role second only to CG and Rina themselves. Caring for bundle list is crucial for whole site integrity (as looking after more or less whole CV system). So CG has to fully trust someone like this. It's not enough to know when bundles comes out.

Yes. There was exploit, where people were able to get free "trial" but for some reason it never expired. So they more or less have got free account(s) for like 3 years or so.

I'm pretty sure many IGN Prime keys are exploited. I can tell you that I had a one month IGN Prime sub, cancelled it and I was left with access to IGN Prime. I consider that an exploit, and far as I know there are quite a few people who got a perpetual membership from the IGN Prime trial because of this bug. In my case I alerted them to the problem because I don't feel right exploiting this, but I imagine that there are people with even more than one perpetual trial still around.

Yeah, it's annoying sometimes. Wish there could be some solution to this situation but I doubt we will see this. All I can say is that current situation discourage some people not only from creating giveaways but from using this site as well. And I don't miss their giveaways but I miss them as great people who decide to leave SG :(

I bought that game twice and even paid full price for one of them. This is fucked up and really discourages me of making nice unbundled giveaways. I think I'll start making only bundled giveaways from now on, like I have been doing lately.

Like, what the hell.
Yes, I know how bundling works and yes, I know that it's necessary, but there's one thing I'll never understand:
Why the fuck add a game to the bundle list one year after it's been "bundled"?
That now happened to Never Alone. It was now added as "April 1, 2015". Where do they even get these kind of dates now?
I just feel stupid now for buying a what I thought was considered unbundled game only to now find out that it's actually been "bundled" all along.
Like, cool. Yeah, CV, blahblah, I'm just mad that I bought those copies for more than I am now credited for because the information I was relying on was wrong and not up to date.
And no, no giveaway this time. I'm just mad right now.
