Assassin's Creed III, clearly flawed but still worth it just to run around colonial America for me, and so many things to do. Not really all that low but for an installment in a successful major AAA series with the rest of the games being highly rated it is.
Bad Rats is obviously bad, but.... I kind of mildly enjoyed it.
Create for the Wii, despite controls I kinda liked it at the time.
Epic Mickey, I stand by it as a flawed masterpiece. Not the sequel however.
Secrets of Raetikon, although its short I think it's fantastic. I haven't looked through the reviews but I honestly have no idea why they aren't higher.
IIRC Puzzle Agent is kinda low. The puzzles aren't great and it's too short, but I love the artwork and atmosphere.
Maybe some others but my internet's having issues and I can't load my steam profile right now to look.
Despite the mixed reviews I really, really think I'd enjoy Risen 2, but I don't have it so I can't really say.

I thought I would enjoy Risen 2 as well, there are not enough pirate-themed CRPGs out there, but the combat system in it really was not very fun, and there is a lot of combat. It also has some cringeworthy writing. It's a shame, because Risen 1 had a really good combat system.

March of the Eagles (67%). It's by no means Paradox's best game, nor is it a game worth replaying time and time again, but standing on its own, it's an enjoyable wargame. Also, it has batman
Sengoku (65%) Everything said above applies to this one, minus Batman.
Men of War: Vietnam (62%) It's a challenging RTT. If you expect it to be like the other MoW games then you'll be disappointed, this one is more focused on small scale combat, and raids against numerically superior foes. I enjoyed it enough to play it through to the end.
The Political Machine 2012 It's a bit simplistic, but as a fun little time waster, it's not bad.

Postmortem: One Must Die - 41%, a great narrative focused game, judged too short for its price (but it was in a bundle multiple times).
Puzzle Kingdoms - 57%, most people's compaints are that it's not as good as Puzzle Quest but it's still a fine match-3.
Real Boxing - 64%, not very deep at all but good for a few hours.
Noir Syndrome - 69%, a super fun procedurally generated detective game.

Might & Magic: Heroes VI - this is the same as DS3. old gamers don't like the changes. hell, i prefer HoMM3, but this is a fun game with a nice story :)

Speaking of HoMM, the new one seems to be even better. It's still an iterative change, they're not re-inventing the wheel, but they've made the tactical combat a bit more interesting, making positioning more important than in previous games (you get an attack bonus for attacking when attacking the flank, and an even bigger one for the rear). The current Beta is lacking in content, but as long as they keep adding stuff, it might well become the best game of the series. The tactical combat will still not be as good as Age of Wonders (which I personally think is the alround best game of its type), but it's at least an improvement.

i'm still not sure what i think about the flanking for two reason:
they changed a lot from the original version. if you are following the site (for Homm7), you will see that a lot of people don't like the direction. i think that the concept of letting the gamers make even some decisions is amazing and more companies should adopt it

You're right about the AI not using it at all, but I figured that they would fix that before the game was released.
The issue I have with the older HoMM system was that there was just not much to do in combat. Move archers and other ranged units away from melee units, and attack the enemy with your melee units. Consider which units can counter attack, and which can't.. Spells made it better, but they tended to scale poorly. This is why I appreciated the flanking system, but they should probably introduce a Zone of Control system as well, to avoid the flank-dance (you can only move one square through enemy ZoC, without a trait that allows you to ignore ZoC). Ranged units would have to be toned down a bit to counter-balance the fact that they are now easier to defend.

don't think they will add ZoC. but the AI should be better.
i used to play by the rule of not loosing any units. cause winning was usually easy midgame onward, but not losing anything that was fun ;)

I tried to do that as well, but I just ended up gravitating towards ranged units and high level units, which got a bit boring, as it meant that there were quite a few units that I did not use.
And yeah, I don't think they will introduce a ZoC system either, but I think it would make the game better.

i had lots of fun with this crappy game in coop! even when we found bugs and got stuck in parts of the map or when we got killed by bad phisics using vehicles... i laughed a lot and we actually finished it xD
deus ex: invisible war
despite being completely different to the first, i enjoyed it. the maps were pretty good and the graphics looked amazing compared to dx1.

Blackguards - I enjoy a lot of TBS action, but it's not that bad to warrant such score.
New Star Soccer 5 - bought it way back before steam, nice arcade game, I have too much hours on it. But in recent 1-2 years I think there are some connection issues with it and it annoys the hell out of the game so I wouldn't recommend picking it up because of that.
Draconian Wars - got it for free, decent card game. No actual reason to have a low score.
The Bureau: XCOM Declassified - This is a really nice game, very fun and if you up the difficulty it keeps you on your toes. I guess the mixed reviews are the result of the hype and the price the game at first had. It's not worth the full price it came out and the hype around it as well. But other than that for a sale price it's very decent fps/pauseandplansquad game with totally ok story. And it's not definitely a typical XCOM game,

Might well be because it did a poor job at explaining its rulesystem, which means that people not familiar with The Dark Eye can quite possibly shoot themselves in the foot at character creation, and have a hard time getting anywhere because they end up with a really sub-par character.

I totally agree on Dungeon Siege III.. I had a blast playing that.. Completely different from DS1 and DS2, yes, but if you just forget it's called Dungeon Siege, then it's a pretty nice hack and slash ARPG..
Only other one I can think of is Woolfe - The Red Hood Diaries.. The expectations around this game (both from gamers and the developers) were just too high and because of that it got burned, which really is a shame.. The idea and setting were great.. Sure, the controls and the combat were clunky to say the least, but the visuals and story were lovely.. if you ever get this in a bundle, give it a shot.. it's pretty short so not much time wasted if the controls are too frustrating for you ;-)

AC Unity (49%). after 3-4 weeks, it was actually very playable for me. and i have to say, i enjoyed it a lot. maybe that has something to do with the fact that i didn't play most AC games, so the argument that it's always the same doesn't really apply to me.

Concursion (58%) - having enjoyed the devs' second game The Weaponographist I found myself quite liking this one - despite the seeming lack of polish in some areas the gameplay was fantastic and it was packed with lots of quirky world change mechanics. It starts out kind of slow but really ramps up later on!
Might add more later since SteamDB's percentages isn't really accurate and it's tedious searching through all the games for low percentages...at the moment, this game was immediately the most obvious choice due to the large amount of playtime (22 hours) I've spent in it :)

would be a 78% min if it weren't for an awful postponed start + 2 x times postponed online mode
and still no online other than beta sort of thing, which isn't funny and every anger understandable ... towards that aspect
other than that its one rock solid & great fighting game > loved to play it online ... not much motivation offline without competition

I can think of more games with positive ratings that I hated than the other way around...I still say "Kung Fury: The Game" is quite possibly the worst game I have ever bought....i've played worse, but those are usually free flash/facebook games.
Only neg game I can think of that I liked..and most people will prob think i'm an idiot...but whatevs...is Rainbow Six: Lockdown

Not that bad as they make out to be though. And not that long either, if we get past the mandatory retries. I 100%'d it in 5 hours I think? And it wasn't in the top 5 most painful games I played on Steam.
By the way, if you can play it with someone or with a small group, it's a great party game as long as you are not drunk enough to hold the mouse steady.

Can you remember games that have relatively low user ratings on Steam (lower than 69% positive user reviews) that you actually played and enjoyed?
Please no Metacritic or so rating, only Steam user reviews.
Mine are:
Zack Zero (67%). A mediocre action/platformer that starts out quirky (not so intuitive controls, too bright acid colors on the first levels) and I thought that I would drop it soon but I managed to finish it and somehow enjoyed it.
Dungeon Siege III (63%). Obvious, fanboys downoted 'cause it's different from the first and second part. Maybe it's not so deep as the first ones in the series but the game is still good.
Disciples II: Gallean's Return (68%). Problems with modern OS and PC's. Classic TBS HoMM-like game.
