I re-read your rule carefully and it seems "stupid"

Let's check this two
real_won_group <= level
If one has 11 group wins, impossible to pass
num_owned_games (num_won + 1) <= 3 num_sent
If one has 100 games in their library and won 9 games, must sent at least 334 games

It is either against group wins or requires very high sent/won ratios.

It is literally a random rule with no intentions behind it beyond picking it from a relatively large list of random rules I made a while ago.
The ratio requirement is high: owned games × won games ÷ 3, so in your case, 40817 sent keys. :)

I've noticed a rising amount of negative posts and threads lately on SG. From sad and gloomy topics to rants and angry posts, it just makes me feel slightly depressed.
