As long as it's a regular Humble Bundle and not a Weekly one (since the bonuses are added in the 2nd week), then yes. I guess it's just a way to encourage people to buy in the first week.

Whats the rules on creating giveaways for individual games from a humble bundle?
Between Steam saying 'All keys are for your personal use only' and the fact that the value of the giveaways would be far above what was actually paid, it seems to me it shouldn't be allowed...

Games in bundles can't raise your CV above $30.

Like one person said, they won't raise CV over $30 unless you give non-bundle games as well.

As far as the personal use part, that's pretty debatable on the meaning since some take it to not give or trade away, others take that as it's fine to give away since you are not profiting from it. SG doesn't forbid them outright though.
