Wait, "They charge for it.", what? What kind of an ISP plan is that? Anyways, for solutions, you can definitely use Tor Browsing, though you'll need to do the additional config once installed. It's most likely blocked by your ISP (Is there even an ISP that doesn't block it nowadays?). Settings will be pretty self-explanatory, you select Tor is blocked in my country, say no for proxy, and select a bridge in the next step.

Also can you indirectly get access to youtube? Like embedded videos on different websites? If you can open but not watch, then just download them with youtube video downloaders and watch it on your pc. I got 90gb of youtube videos on my pc incase internet going down like for you

I seriously thought you were from Elbonia or some similar impoverished country. I bet you're overjoyed that Net Neutrality has been repealed, and IPSs are once again free to "innovate" and "improve" your experience. Who's your IPS?

As far as an alternative to YouTube, I recommend books. Particularly if you have a library nearby. They take some getting used to, certainly, but totally worth it. :)

Or maybe try rent your own VPS and build ShadowSocksR server ( SSR for windows. My country blocked youtube and many other sites, so that's one of the few options to browse 'real' internet.
I'm currently using Vultr. The basic server is 3.5$ per month, 500GB data/month. Since its only working as a VPN/SSR server, other statistic doesn't matter as long as it doesn't affect net speed, which works fine for me.
The advantage of Vultr is that you can create/delete servers at will with no opening fee, since its billed base on usage time (and data if you used more than your server's data rate).
They have sever in many locations, so I believe you can always find a server to works with your ISP (in my case, to override the GFW).

But can you use Google Store? Just download free Unlimited Free VPN - Hola -Chrome add-on and use that to watch Youtube mirrored through another country. :p

I haven't heard anyone else outside my ISP complaining. Isolated incident from what I can tell. No specification yet on plans as this is still being tested. If nobody pays for this one service in a long period of time I'll bet they just go back to giving it out

If nothing comes of talking and waiting then I'll consider it.

Well, YouTube isn't blocked here yet but our minister of communication is already threatening to introduce internet packages "because a lot of users don't need an open subscription plan" = actual quote and blocking internet video/voice calls because the cell phone carrier(s) is losing money...

Have you tried Tor instead of just VPN programs?
