The Best RPG is...

Fallout 2 or Arcanum.

This is a tough one, to be honest.
Persona 2: Eternal Punishment is awesome, and I've heard that 3 and 4 are even better.
Final Fantasy IX is the best game in the franchise in my opinion, but my personal favorite will always be X.
I love Phantasy Star IV as well.
Dragon Quest VIII is another great game, but I could never beat it because I hate Toriyama's design (Really, that's the only reason I won't beat it anytime soon).
People have mentioned The Elder Scrolls III: Morrowind and PlaneScape: Torment. They're awesome as well.

First RPG I truly appreciated, and really got me into RPGs, would be Final Fantasy 3(6) on the SNES. It holds a special place on my best list.

Any game that can get me to complete it multiple times, since I find it hard to ever complete a game, tends to be on my best list:
BioShock
Dragon Age: Origins
Mass Effect 1 & 2
Star Wars: Knights of the Old Republic

Have quite a bit on my to play list for classic PC RPG's, and partially completed newer releases.

Choose your pick, both are absolutely amazing it their own ways.

Personally... The Elder Scrolls IV: Oblivion, TES V: Skyrim close second. Then Star Wars Knights of the Old Republic.

At the moment I'm really enjoying Divinity: Original Sin, its one of the best RPG's I've played in years

Baldur's Gate, Icewind Dale, Planescape: Torment, Fallout, Might and Magic, The Elder Scrolls
