Coming here just to try to win games is perfectly OK and fine with the rules. Yet so-called "leechers" are hated here. People that are not making giveaways are treated much worse than the rest. Sometimes even having a win/give ratio lower than 1:1 is treated poorly. It certainly is a little toxic.

I agree, and I have an easy solution when it comes to my own giveaways. I give games away at lots of minimum levels, but I VERY rarely create Level 0 giveaways.
It takes VERY little to reach level 1 (and not much to reach level 2), so I feel no guilt about shutting out the Level 0 members from my own giveaways (I think I've created a few L0 giveaways, primarily for stuff that I didn't think there'd be much demand for, but not many)
I don't treat anyone poorly for it, though. They just tend not to see my giveaways. I see no need to be mean about it.

This is the easy solution. I give away to the people who gave away atleast as much as I gave away. My own Steamgifts level is the minimum to enter my giveaways. Whenever I increase in level, the minimum level to enter my giveaways also increases.

It depends on the type of leecher.
Say an account has 1500 games won, 2 free games given away, level 0, they never even post on the site. They win one of your giveaways, are logged in every single day, but don't bother to activate the win for an entire week. When they do activate, they don't even say thank you. THAT is a leecher and no one likes people like that. They're very possibly using bots to enter giveaways as well.
I agree that it's snobby to judge people on their won/sent ratio when they are contributing in some way to the community. I count posting on the forums and being a decent human being contributing, not just people who give away lots of games. Without people to come here and make posts, there wouldn't be a community. :)

I agree with everything you've said 110%.
Calling people "leech" or "leecher" on a game gifting site is (at the very least) disturbing, and for me, it shows the true colors of the people using those terms in a derogatory manner. If people want to avoid a person or a particular group, there are ways to do it without name-calling and degrading them on top of it. Most typically when someone uses those terms, it's to assert a (false) sense of superiority over someone else here or make themselves feel good about their own motive for giving.

There is such a thing as doing too much though. I personally feel SG got worse moderation-wise in the last year or so due to a few of the mods trying too hard to enforce rules (that sometimes aren't even there).

I'm going with Cat III. I generally find the toxicity level here to be quite low. There's definitely some, as with any place on the internet, but most people seem friendly and polite, as long as you treat them in a friendly and polite manner.

SG is among the best communities on the web, very low on toxicity apart from the usual suspects (being a select few who appear to constantly start trouble everywhere they go). But as with all things, "toxicity" is subjective, and varies based on each person's previous experiences. If you've been in really shitty communities, you'll feel like SG is paradise on the web.
Of course, I don't fully exclude myself from toxicity - I've given my share of toxic behaviour, more often not on purpose, but still. It's hard to be agreeable with everyone in very large online communities due to conflicting opinions, emotions and interests. I'm just glad such behaviour is mostly a rare sight on the SG forum, to my knowledge.

Someone puts up a giveaway for a non-Steam game.
I warn them and go as far as to quote the FAQ about how this site is for Steam games only and that it will get the winner suspended.
