The general rule is: if a bundle costs less than 95% of the total retail price, then all the games will be moved to partial CV.
However, the final decision whether to assign partial CV or full CV depends only on the moderator that is tasked to manually check every bundled game. Sometimes only T1 and T2 games are bundled, while T3 remains full CV. Other times the whole bundle gets partial CV even if the retail price is far below the threshold.
Some Build-a-Bundle that are cheaper get partial CV, but most of the expensive ones (when you have ~$1.5 or more per game) do not.
Some Choice games get partial CV when they shouldn't, based on the fact that their grey market price is low which would enable CV farming when given away.

So overall, there's no standard, since the global rule of the 95% discount is waved often depending on the case. The charts aspire to show the correct CV, trying to predict the moderators' decisions, but needless to say they are not fully accurate. The fact that the games are checked days / weeks after they're bundled also doesn't help with accuracy (that would require me to revisit every thread after 2 weeks and modify the CV manually based on the newly assigned CV, and that's way too much time / trouble for me).
Also, the games are added to partial CV with a starting date of the bundle launch, and thus your CV will be retroactively recalculated if this happens at a later time compared to the bundle release (which is most of the times).

Might be a stupid question, but is it against HB's ToS to buy the same bundle multiple times? Can they suspend your account?

If your Humble Bundle region is US then you'll have no problems activating the key because you get a worldwide key anyway, regardless of what the gift link notification shows.

I'm curious to know if it's also exhausted for the February 2020 Humble Choice. I'm wondering if all keys come from the same pool or if they have an allocated number of keys per bundle.

BTW, keys have been restocked. I wish they were so diligent with other bundles (F*ck Cancer, Fighting Juggernauts,...). It seems they're only pressed to restock exhausted keys while the bundle is still on sale :/
