You can still activate the key in Germany if it is for the EU region.

It was never a secret, you know. Quote from the FAQ:

"If a giveaway is invite only, or for a whitelist or Steam group, it will only add value towards your level if it receives 5 or more entries. This is in place to prevent small groups of friends from attempting to cheat the contributor system, and to encourage users to expand the reach of their giveaways. The whitelist feature offers an easy way to target a larger audience, and you can combine it with small Steam groups to receive a greater number of giveaway entries if needed."

That sucks, but don't feel so bad. In the long run it really isn't that much. You didn't get credit for a total of $103, but all of those games were bundled which means you would of only received $15.45 in CV. You are currently level 5.58 and if you did receive credit for all the games that you got less than 5 entries for it would of only bumped you up to level 5.65.

So you are missing $15.45 CV and are level 5.58 instead of 5.65. It could be worse.
