Origin does though, and since that's what the key is for...and especially considering you can still get it anyway, you're just not alerted to it being available or able to reach it normally...just seems really weird. shrug
Though to buy it at Origin, you have to make your order between 23:00 and 06:00 according to the german youth protection law, because only an adult could be awake to buy video games during that timespan.

Not sure where you got that from but that is not true. While there are quite a few debatable limitations in the "Jugendschutzgesetz", there is nothing limiting online sales to certain times of day:

And since I am in Germany, I can assure you that I could buy Dead Space 2 on Origin right now if I wanted to (and didn't already own it). And it is 12:53pm here.

you need the client to install, but they can be played without running the client. it'll put a shortcut on the desktop, but it's scuffed and launches the game via the client. however, you can just find the exe in the game's folder and make a legit shortcut from there.
