Hello! Can I enter for DLCs? I own just the base game.

I have the base game, but steamdb says that all dlc and the collection itself are banned in Ukraine. Will I be able to activate dlc?
Ughhh, I didn't realize that SteamDB says that, I have no idea whether it goes for my keys too or only purchases from Store (maybe even new keys) EDIT: I guess they have never been available to those countries :/
I'll go next, but check the winner and be prepared to delete the giveaway. There's about 20 countries banned.
