Probably can't be entered due to the base game being Profile Limited (regardless of being banned). I think some of this developer's reviewer packages were revoked, and SteamDB says I still own it, even though I don't.

Is this only the DLC or the game with the DLC in one package? Steamgifts does not allow people who do not have the base game to enter for a DLC, so if this key includes the base game then you should be able to create a new giveaway for the base game that everyone will be able to enter.
