According to SteamDB's pricing charts, Europe is only 11.94% more expensive than the US so hopefully it's within the threshold for gifts. If that doesn't work, I will have a friend in EU send the gift over. I'll find a way to get the winner their gift :D

So you understand this stuff? I tried to buy Left 4 Dead 2 for an American friend yesterday and I couldn't. I'm in Australia and our price was $2, discounted from $20 for the sale (we pay US dollars).

I believe the issue there is that Left 4 Dead 2 has an Australian only version and so you're unable to gift it outside of Australia.

Region locking is still very much a thing unfortunately. Price difference is also a prohibiting factor if you're trying to gift to a country that is more expensive than your own. I believe the threshold is either 10% or 15% more expensive. Steam does not care if you're gifting to a less expensive country as long as you also satisfy any region restrictions.

Oh, yes! That's right! Or at least it was. We didn't have an R18+ video game ratings classification until 2013, so we got a watered down version filtered for our sensitive antipodean souls. They later released a free Left 4 Dead 2 - Uncensored patch to modify it but I guess the issue remains in terms of having different versions in Steam's database.
