APPID considerations mostly relate to the winner, in making them immune to the "winning a game you already own" suspension criteria, rather than being a (direct) premise for GA creators being unable to reroll.

The main reason this association extends to GA creators is due to the fact that APPID often entails differing content (even if it's just different language packs, from regional apps, for those games that have them), and the key exception to being allowed to reroll on packages is if they contain any exclusive content that cannot be obtained through other means (eg, upgrade DLCs).

( The sole exception is if the content is deemed "non-meaningful", which is fairly vague, but generally accepted to be "pre-order level content that doesn't affect gameplay". Basically, you'll probably still be allowed to reroll if all the package gives extra is a unique skin. Maybe. Again, it's a very vague, staff-subjective exception. :P )


Conversely, anything that DOES have a direct path is considered a package. This not only includes the current giveaway (due to the $10 upgrade patch that is the reason for the $35 remastered Sniper V2 only giving 10P, due to how store price fetching works), which you could definitely reroll on (by precedent, at least) if desired, but even included (and possibly still includes) things like Van Helsing Final Cut.

Final Cut was obtainable through the developer's website to anyone who owned all three original Van Helsing games, thereby (by extensive staff confirmation at the time) making it a package by SG considerations (despite no overlap in APPIDs at any point). (In contrast to this, GA creators for the original games could NOT reroll on Final Cut owners, since the original games DID have different content themselves, as the Final Cut rebalanced, reorganized levels, and changed classes for the original games. Similarly, Deponia Trilogy was considered fundamentally different to the preceding three games by staff due to the Trilogy including exclusive developer commentary, and not due its different APPID alone.)


TL;DR version, you could probably reroll on this if you wanted to, specifically due to the existence of an actively listed upgrade patch, which turns the game into a package by SG standards. ( Assuming current staff adhere to past precedence, at least. :P )
