Sync your SG account before any free weekend. (Wednesday or Thursday is good.)
I don't think this will work. Actually, syncing on mid-week was my habit in SGv1 and it worked well. But in SGv2:
User data is automatically updated and synced on a regular basis, but you can force a sync to instantly update your avatar.
A few weeks ago, there was a free weekend that had 6 games. Even though I force-synced on mid-week, the scheduled-sync was still carried out on weekend. After adding some games to my account and re-sync, I am able to join giveaways for those games again, but now my game list on SG has 6 unknown games. So I think adding new game / joining Steam groups are the best solutions at the moment.

Redeem a game/DLC to your account, or join a Steam group. This should refresh Steam's API. Then, sync your SG account.

I have the same problem and during this week I "joined a new group" and "activated IBomber Defense Pacific" but I can't buy anything through the store, not because money but because all online banking services are blocked here. I played the game when it was free then deleted it and synced just now and it doesn't show in my library but it's still "Exists in Account"

Find a free to play game on steam and and it to your library, it worked for me.
