So, yeah, what do I do in this situation? I sent the gift to the winner's email, he selected "Received," but the gift is still in my inventory. I'd assume that he didn't actually receive it then...? I thought at first that I entered the wrong email, but it seems to be right... I'm not really sure what the problem is here. Does anyone know what I should do?

Contact the winner here or on Steam and ask what's up.
If they marked it received, it should have been activated on their Steam account.

I just checked, and it looks like it has not been activated on their Steam account. How would you suggest I contact this winner though through SteamGifts? I haven't really delved into its features, so I don't know if it has a PM thing or whatever.

You can either add them on Steam or leave a message for them in one of their old giveaways. There is no PM system on SG.

Just checked your winners. One of them has marked received, but the game is not in their library.

Since you said the game is still in your inventory, I assume they were Steam gifts, not keys. The person who doesn't have their won game in their library, is from Turkey according to their Steam profile.

I don't know what country you're in, but Steam gifts changed a while back, and there can be problems sending gifts to other regions, based on the price difference of the Steam store there, and the Steam store of the country it was purchased in. It may have refused to add to his library because of this block Steam implemented.

EDIT: If that was the case though, the winner should not have marked received, as they will now be showing as having an unactivated win.

I'm from the US, so... you're right, that may be an issue. I didn't realize that this person lived in Turkey, so that may have caused some problems... so, how should I contact this person to, uh, clear everything up and all?

They've never given away anything, so you can't message them by putting it in an old giveaway of theirs. You'll have to send a Steam friend request, and chat, or send an email to the one you sent the gift to. Confirm with them that it refused to add to their library due to regional pricing restrictions. Ask them if they'd be OK with a reroll for a new winner. Keep a copy of any conversation for SG support staff.

If they say re-roll is OK, submit a ticket to SG support via the support button at the top. Problem is, you may end up with another winner that can't accept it. You may want to create a ticket to delete the giveaway instead, once current winner agrees to forfeit, and make a new one where it's region restricted to US only to avoid pricing problems during transfer.

but if he can't accept it, it will automatically be refunded. there is no buying games and putting them into the library anymore. so this must be an old gift. and as far as i know, these new rules don't apply for old gifts.

Yeah, it is pretty old, I've been holding onto this game for like, what, a year and a half at this point. So, the new rules don't apply to older gifts...? Interesting...

the new system doesnt count for old gifts you have already in your library.
maybe he wasnt able to redeem it at that time and thought to mark it already as received. even if that is against the rules
