I'm not talking about gradually increasing copy limit as you give more. Actually I'm talking about it, but as in, how many games one person can give in one giveaway?

As many as you have slots to start with, though bigger giveaways (I assume around 50 copies) need admit help. Biggest I made was a 25 copy.

Developers can contact cg about creating developers giveaways, which are massive thousands of copies giveaways.
A new user can create up to 3 giveaways.

one difference - not only developers can create featured GAs. Any user having 50+ copies of a game can contact cg to make a Featured GA. For example I created one for my SG birthday and to promote my group puzzle.

I'm pretty sure 25 copies per giveaway is the limit without support help.

Edit: yup, just checked. If you enter something above 25 it says "The maximum number of copies to gift is 25."

Oh, now this, thanks. So if one person ever needs to gift more, they should first contact the support. Lol, you'd even get featured :)
