Conclusion: THERE ARE NO FLAWS IN THE SYSTEM.

I was recently suspended for a 'fake giveaway' by a leecher moderator for not delivering to hematophagous cancer.
Since I did the same for another 2 GA's, I was trying to report myself and be done with it.
Funny thing, I can't.

From what I've understood it means winning games and not giving away any (or enough). How much is enough one may ask, well, there is a huge grey area subjected to personal opinion that may or may not include someone in the leecher category. In short, the leecher lies in the eyes of the beholder.

Nah, he has no moderators among the not received/awaiting feedback. The last one (still on awaiting feedback) was won by somebody who I guess he considers a leecher (since he last gave away over a year ago), so he refused to deliver. One of the moderators suspended him for it.

It's to protect people from false accusations. Imagine if I had a gripe with you, and made the false statement that all the games I won from you were revoked, or that you scammed me. That could get you into trouble. (For the record, I've never won anything from TherealDarknes, nor has TherealDarknes scammed me, it was just an example). It also prevents new users who make generous giveaways from getting attacked (this is something that has happened several times, a new user makes a giveaway from a high profile game, and then people start accusing him/her of doing a fake giveaway because they think they know that it's fake. This rule at least cuts down on this kind of behavior)

As others said: use sgtools. Also, if it's important to you, you could also try requesting the maker of the tools to add a restriction regarding the date of the last giveaway made by the user or something similar, he might agree to implement it.

If you make public giveaways, you take the good with the bad. You broke the rules, you got punished. You need to deal with it in a mature manner, not by being a whiny child. If you want winners to meet your criteria, use SGtools next time.

We have a set of rules which describe how winners are picked and how rerolls are handled. Those rules are the same for everyone.

Winners are picked at random from the available pool of entries in a giveaway. Giveaway can be rerolled if the winner is unreachable or if he violated the site rules and hasn't been punished for it yet. Otherwise, you're obliged to deliver the game to the winner. Creating giveaways with no intention of delivering them is a violation of the site terms of service and may lead to account suspension.

There is no rule in the Guidelines or in the Terms of Service that defines leeching. So using "leeching" as an excuse to not deliver the game is not acceptable. Members are responsible for managing their blacklists and using private/group giveaways to prevent unwanted entries, but if a user entered your giveaway without violating any of the site rules, he is eligible to receive the game.

You are free to disagree and refuse to send the game to the winners you don't like, but you will lose giveaway slots with each such giveaway and you will risk a suspension.

^^ Purrfectly reasonable. You are a wise moderator, not to say I have ran into one lacking wisdom because I have not. But that was well put. The guy disagreed and got suspended fair is fair. He didn't want to share(I don't blame him), he broke rules and was punished.(I don't blame SG)

they punish themselves by not leveling up, which prevents them from entering level restricted giveaways.

you just need to up the lv requirement and blacklist those with unwanted cv ratio.

What makes you think it has to be fake? A good reason to ask for suspension is to ensure it comes early and not when you have an event with dozens of giveaways ending, and no way to deliver. Timing was part of the reason why I asked for one (see post below). I can't detail the whole thing, but it's not hard to guess.

You can actually report yourself. You need to use category Other and explain in the full text that you are reporting yourself. I did it in the past for similar reasons, being a big advocate of not delivering if the winner was bad by my definitions (which didn't focus on leeching).

My request to be suspended wasn't accepted, but it lead to some interesting discussions and positive realizations. I actually do many many more Level 0 public giveaways since, and I do my best to deliver all of my giveaways. I'm in complete peace with this now and have a system that works well for me. I suggest you fine tune yours to find something that makes you happy.
