I don't do many giveaways but I am going to start I read the FAQ but I haven't found my answer so here it is:

I made a giveaway and one of the people that won made a giveaway for the key they won, are they allowed to do that or are they supposed to add the key to their Steam account? I always thought you had to add to your account but things could have changed and thank you in advanced for the answers.

no, that's against the rules ... but it's possible they won a game and found it (around the same time) in a bundle which had other games they were interested in. You can't assume they broke the rules.

However, you can check if they have activated the game on their account and that should provide some insight...

Thank you for the answer I checked their games and they have the base game but not the DLC he won and there is only 1 key he's giving away and was made around the time he won, so it's safe to say it was the one he won. I'll report and see if anything will be done about it, oh well he on the blacklist at least.

yeah, DLC will make it tough. I'm not sure if support can see the key from the GA, but if they can it would be easy for them to check if it's the same one.

the user's profile is a little suspicious with DLC wins & GAs ... but no calling out, just something I noticed

send a ticket to support and let them check for you.
DLC is more tricky than a normal game since you have to add them as friends to see if they own it.

Thanks for the reply I did send one in and I don't really expect anything to be done about it as you guys said is it hard to check if he did redeem it an got another key from a giveaway site as they are given away a lot. It's sad that you can't see DLC in someone's library but have to add to see if they have it from the store page...

The game must be activated on their account before being marked as received. You can check that part.
If they did have it on their account now, you can never be really sure what they are giving away, so if you still have a reasonable suspicion you must always take it through support and have them see if there's a match between the won key/link and the one provided in the new giveaway. Though if the guy was clever he'd just send the key/link in private and erasing all connection to the original giveaway. However, this wouldn't really make any sense since assuming that he already activated the copy you sent (otherwise he's in trouble for that already), his new giveaway would likely be with a legit new source.
