It is, you are wrong. That situation overrides the "no rule in public giveaways" rule.

Partial ownership of a giveaway's contents is sufficient grounds for a re-roll. Whether or not the creator chooses to ask for a re-roll is his or her prerogative.

If a winner owns the majority of a game bundle/pack or owns the base game, it automagically quailifies the giveaway creator to request a re-roll - if he does request a re-roll is up to him, but he could, even w/o explicitely mentioning it in the description.

I would add that the winner doesn't have to own the majority of the bundle/pack.
You can request a reroll even if he owns one tiny fraction of the bundle/pack.

Or just add the DLC in Steam and try to gift it to winner via Shop...if he is your friend it tells you if he got them.

While it is up to the giveaway creator whether he or she wishes to allow entries that partially own the bundle or not, most people include a note of what they will or will not allow in the description of the giveaway. In your case, you didn't mention anything about partial ownage, but the bundle is marketed as DLC, so you can go either way. If it were me, I would probably talk to the winners and see what they own already. In any case, you have the right to re-roll if you aren't comfortable with what a particular winner already owns.

Out of boredom I pulled 10 random names out of the entries list from the contributor's giveaway and 4 of them had the base game already. Of course it's a too low number to be able to calculate the probabilities, but it still seems like a reroll might not solve the issue (unless I don't get how a reroll works?).

and when they use it for there sons steam acc or sell it or on a second account or whatever or give it a friend on his list .... does not matter
there is no rule that you are not allowed to roll on a game when you allready have it

If you win a game, and it won't show up in your Steam Library in a week or so, you can get suspended. Although, because this is manual (the support team does the checks), some users may remain unpunished, but most of them get punished with a suspension.
TL,DR: If you don't activate the won game, you will get suspended.

Hi people,
I've got a couple giveaways for Stellar Impact DLC bundle which includes the base game.
2 of the winners already have the base game, but I can't seem to see if they have the DLC or not.
Should I Request new winners for those gifts?
