Can I enter a giveaway for a friend?

You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account.

while it is against the rules to give away region-locked gifts on steamgifts, why did you enter it anyway? the GA creator already mentioned it could only be activated in some countries...

You shouldn't have marked it as received, that is against the rules. Now that giveaway shows as won and you don't have the game activated on your account so you are susceptible to a ban.

If you won a region locked game you should first communicate GA creator he must provide you a region free copy and mark as not received after 1 week if he did not give you.

You marked game as received, but it's not in your Steam library, you did wrong.

It's not useless. Nobody wants to win a game which they cannot redeem and it's not really that hard to buy a ROW game.

No, rule is not useless. "Cheap regions" giveaway makers just need to read it as steamROW-keys instead of SteamGifts :P

If you give away a restricted gift and the winner is not from the approriate country, they won't be able to activate it and, if they mark it as received, they risk ban for "not activating won game".

Yes, but that is sad for some gifters, in my case, i now have credit card and was planning to gifts games in SG, but now i cant do it because the region-lock D:

You can still buy games from other places.

You can still buy and gift row keys from retailers, if your money is on your CC and not in the steam wallet.
