Yesterday my giveaway for Rayman Legends end, but I got only $4.5 in CV when I hoped to get full value in CV because it wasn't bundled when I create giveaway, I bought game only for it. I checked for glitch prices or huge 90% discounts - found only 75% sale on Steam. On the existing SG rules it shouldn't been added to bundleslist.
I especially checked it before creating. I create it at March 25 - it wasn't in bundle list, but now there is date March 24, so administators retroactively add game to list.

With the 75% off sale, the Russian price ($1.46 on sale) went below 5% of the regular US price ($29.99). Thus, it's been bundled.

No if the Russian or any other country price it sell's for like 90% off or less if you convert the currency to USD them it may go to bundle list.
As CR7 said the game had a cut of 75% and it went to 99 RUR, and that's equal to 1,46 USD something like 5% of real price in USD.

Games go into the bundle list if their price in any region is 95% off or more compared to the regular US price. This is a rule of thumb, so there might be exceptions to this (or cases where it gets bundled even if it doesn't reach 95% off).

With the 75% off sale, it went 95.1% off in Russia (99 rub = $1.46) compared to the regular US price ($29.99)

Using the same rule, let's see why the Metro games haven't been bundled:

  • Regular US price: $19.99
  • 80% off (highest discount) Russian price: 89 rub = $1.32
  • Discount compared to regular US price: (1 - $1.32/$19.99) * 100% = 93.4%

A rough rule is, that a game gets bundled if the price is less than 5% of the US store price. With the weak ruble, games that are -75% may get on the bundled list.

it got bundled due to latest sale (Mar 24, 2016)for it to be on list before that (remember, bundle list is managed by single person, he cannot be online 24/7) we would need to have some wizard that can see into future and tell us "it will need to be bundled 1 week from now". Always check regional prices (using SteamDB for example) if you worry about Value that much. anything 95% off in any region may be bundled.

like I said REGIONAL prices. https://steamdb.info/app/242550/ - Rayman Legends is 80.22% cheaper in Russia than in USD. 75% Sale combined with 80,22% cheaper RU price gives total 95,055% Discount. Game is available somewhere for less than 5% of it's base US Value, it gets bundled.

usual bundle-border is 95% or bigger discount (thou there have been cases of games on 94,7X% being bundled due to heavy exploitation), 90% is safe.

aways check the bundle list not the steam enchanced thing or other sites.
