Its because all games you've given are bundled game so their CV value counts only 15% .

Bundled games give you only 15% of their store value when given away. Non bundled games give you full value. All of your games are bundled, which means that you have given away around 15$ alone, which is short of the target for Level 2 (25$). There, problem solved.

Maybe. But this person just seems rude, for various reasons. She(?) has won 15 games off this site, and apparently it's "shitty"? She seems to think she's entitled to something and is closer to demanding help than asking for it. And besides that, if internet forums had a basic, universal, etiquette, reading the rules and FAQ would be at the very top of it.
When I was new that was the first thing I did, and even if I didn't know about it, I wouldn't feel the need to be rude towards the people who made this site and it's users, I'd be polite and ask politely. Not go "why the fuck i cant level up" or "wtf is wrong with this shitty site?". Actually I registered one month after her, so she really doesn't have much of an excuse. :P
