This is my assumption as well in these cases. They just dump keys by the thousand in hopes of getting card fees as income.

I grabbed it for 1.51 just to get double keys even though the only game I needed was That Bastard Is Trying To Steal Our Gold... might as well support DIG when I can and get some cards out of the deal!

!That Bastard Is Trying To Steal Our Gold! was bundled at least twice (DIG Super Bundle 11 and DIG reBundle 3), while in Greenlight and gave Desura codes. Apparently, dev was going to distribute Steam keys for past purchasers but I can't seem to find them on my DIG account...
