Yeah, but it depends whether it's a temporary trading restriction or a permanent one. Like I can trade for 30 days because I haven't purchased anything on Steam in a while, but some items are simply untradeable all the time? Honestly, I don't even know.

Items are different, gifts have multiple way of being sent without using trades (email, gift through steam directly etc) items however require you to have access to trading to be able to give it to someone else (and in some cases a premium version of the game they belong too)

Your inventory is set to private so I can't see what you're referring too, but I had about a dozen gifts from the winter auction which, like yours where never tradable only giftable but I could send them to anyone just fine using the "send gift" button, are you sure it's not just a temporary bug?

Yeah, I tried going to his inventory too, but he has a giveaway for Space Farmers awaiting feedback on steamgifts, so I'd guess it's what causes the problem...

Just checked and it seems the gift has no restrictions indeed, does the gift have the "send gift" button clickable when you select the gift in your inventory?
Oh and before i forget just in case this doesn't work out and your gift is region locked for example, the game is currently in this bundle

I fear that you just got the bad luck of having a gift that is region restricted but where the warning just bugged out, afaik region restrictions and 2-3-4 packs bug out all the time giving wrong warnings if any at all, did you get this gift yourself in your own region?
I noticed that you had multiple region locked games, if you got those yourself just like space farmers It's 100% certain that the lack of a warning is just a bug and you won't be able to gift the game to that person.
-edit- just to be clear, if the receiver of the gift told you that the game is restricted he probably means that he cannot activate it on his account, this has nothing to do with the gift being (un)tradable.

I linked you to that in case you decide that you still want to gift that game to the winner of your giveaway despite you copies of the game being region restricted, alternatively you could probably trade with someone for a key for that game from a bundle, shouldn't cost you more then say 50 cents - a dollar at most.

Exactly, In case you decided that you still wanted the winner to get that game despite the gift being region locked (which will probably become visible once the 2pack is redeemed and 1 copy is dropped in your inventory, that 1 copy should have a warning unlike the 2pack)
You could contact steam support to inquire about this,(they should be able to tell you if it's locked) but judging by the slow response people get when they have real problems with steam (account hijacked payments not being processed etc) I highly doubt you will get a real response within a week or even in a months time.

You should have no problem gifting a game even if it is non-tradable... except if the person has it. And even in that case you can still send gift via email and it works.

Use the "send gift" function to send it from your inventory to your Steam friend.
It sounds like it's region-restricted, though. You may just want to buy another copy that isn't region-restricted to give to your winner.
