For the people who don't know, steam established a new rule couple months ago saying "games/dlcs cannot be sold for lower than the minimum steam recommended price and cannot be sold for less than 50% of that price on sale" ( https://steamcommunity.com/groups/steamworks/announcements/detail/3700310527377680732 )

To my knowledge this also extends to bundles/complete packs. Meaning if the publisher makes a bundle of 2 games selling for 1$ and 5$ and puts an extra 20% discount on the bundle the cost of each item becomes 4$ and 0.8$ and the bundle disappears from the store because 0.8$ is below 1$.

Now what i am curious of is this: If i purchase the 1$ game individually. Is it going to make the bundle available for purchase?
In this scenario i would expect the bundle to cost 4$ because i would already own the cheaper game. Does anyone have any knowledge/experience regarding this?

Simple answer, yes.
That's how people bought "Warhammer 40,000: Space Wolf - Deluxe Edition" in some region. Due to price issue, some of the dlc went below the price range, so the deluxe edition wasn't visible in many region. So people bought the dlc key from another store, bought the base game from steam, redeemed that particular dlc.
This caused the deluxe edition to appear on page and then bought the deluxe edition for the remaining dlc.

But just to be clear, the bundle/deluxe/complete whatever it is called has to be "Complete The Set". If it is "must purchase together" type bundle, then you won't be able to buy it if you already own one of the item.

partially no, at least for games sold in bundles, where individual games discount at -90% (which is max), but bundle discount further reduces whole bundle to -99%

As long as it costs 1€ without sale in the bundle or 0.5€ with sale and bundle discount it can be sold. For other currencies there was this list: https://steamdb.info/blog/valve-price-matrix-2022-update/
