Accounts aren't linked in any way, so I don't see how they could. In Valve's eyes it's a whole new account, only you know it's an alt.
Only the account causing the violations would be in danger.

They won't ban multiple accounts from the same IP if only one account breaks the TOS.
They would be risking banning people over TOS violations of roommates, family members, tenants, etc in some cases. Way too much hassle, they'll just ban the account breaking the rules and move on.
Besides, if he's using a VPN with one account, then the two accounts won't have the same IP. That's the whole point of a VPN :P

maybe -hopefully- they won't ban other related account(s) but gaben will write op's name down to the naughty list. also if they want to track you down, they'll track you down no matter what. you can't use vpn forever.

Create new account with VPN active in region from where you want get games, activate them, play them (with VPN ofc) for around 1 week.
If something goes wrong, like ban/suspend, you were on vacation in that country and bought some games there, airplane ticket photo recommended.

Few years back, my acc was suspended because of VPN. Not only that, my second acc was suspended as well.
So the answer is yes.
After they will see some suspicious things (for example cross-logins in various counties), they will suspend your account and possibly all accounts related to your computer and IP address.
This was also my case and I had pretty hard time. Just dont do it, those few bucks are not worth it

Alt accounts are allowed. I've straight up told support I have multiple accounts that I used to use for TF2 idling.
As ageofarmageddon said, it's very unlikely that they would ban all accounts accessed from your IP. There is no way of knowing whether they could be family members or friends so they simply wouldn't do it. They would likely only lock the account which used the VPN, if at all. I personally don't have experienced with VPN activations so I'm unsure.
There is always the chance it could be worse. You could get an employee on a bad day or perhaps they change their policies. For the most part, only the account using the VPN would be at risk.

If an alt account ever get caught and became restricted for VPN activation, can Valve trace back to the main profile and lock it as well?
