if they do not comply, meaning if they ignore your request for reroll and 7days goes by and they don't seem to care to fix the solution.. at that point then you can just mark it "not received". - all you can do is reach out and try and contact them to resolve it, not your fault if they don't care to resolve.
update: there seems to be a lot of confliction between people saying leave it unmarked and mark not received.. either way is fine though, you clearly did what you were supposed to and support/mods will see that and understand what happened... both are correct answers in reality.

A re-roll ticket must be sent by the giveaway creator, with the winner's agreement, so you did what you needed to do, and now have to wait for their response.
Perhaps, they don't speak English very well, and didn't understand your message?
Extreme case, you could mark the game as "not received", if they don't collaborate. Just don't use the key.

Aside from that the other alternative would be getting a new code for the creator of the first giveaway and asking him to re-roll it (then do whatever you want with the second code you got). It's what you'd do to "fix" old multiple wins (why I suggested searching)

Leave a comment on the giveaway itself explaining that you won another GA for the same game and that a new winner should be selected. The creator if the giveaway will get a notification of your comment and can send a reroll request in his/her own time. Support will be able to see your comment so the reroll will probably take place soon after the request is made.
Just don't mark the extra code as "received". It's safe to mark it as "not received" since it will be rerolled anyay, but I don't recommend it as that might be offensive to the giver who did nothing wrong. Best to just leave it unmarked.

I won two giveaways in a row for Plantera. I activated and marked the first one as received.
Tried my best to get in contact with the owner of the second giveaway (here, Steam) for him to select a new winner but never got a response.
