HOWEVER, user carlica states " I could activate an NA key for Dead Island GOTY an my German account. I could not activate the NA key for Riptide though. It has been confirmed here
that EU keys from outside Germany also activate on German accounts."

Riptide is region locked but unfortunately I'm not sure exactly how the regions are divided up. I'm in the UK and a Russian user could activate my Dead Island GOTY key but not my Dead Island Riptide key. Deep Silver keys I got from a previous bundle were NA+ROW, which seemed to be everywhere except RUS+CIS - I don't know if these are the same or something else.
