So while it's not a direct ref link, the blog just basically contains a bit of information on how to get "free games" and then a ref link, and his handy way of using giveaway comments to advertise his blog. Is that within the rules?

you cannot make any conditions on getting the Game for the winner or for entering the GA

But iit sn't in giveaways he made himself, he advertises them in other peoples giveaways, "thanks for the giveaway and then here is my website". Also don't know if the ref is about direct ref links only or also extended ones.

Nope, that isn't right. You can't break the rules in your own giveaways, since they must follow the rules of the website. For example, posting a referral or a trade offer in a giveaway's description is not allowed.

If its the user I think it is it really shouldn't be allowed as they state the only purpose for the site/blog is the ref link. They just be hiding the link behind another link to try and get around the rules just l8oe these who clulessly rush to giveaway bundled/exploited games before anyone notices.

If the link is unrelated to the giveaway or discussion and only there for advertising, then submit a user report and I'll look into it.
