Potato?
Steam does that every once in a while. You are not able to buy it because they had time to implement a block when someone is trying to buy a game that costs negative price, but they didn't have enough time to prevent negative price from occuring at all. Valve logic.

Right now Galaxy on Fire 2 Full HD is on sale for 110% off on Steam, costing -$2.01, but no one can "buy" it. I'm so confused right now.
