Have you checked date of addition? That may help, cause you could forgot about it if it was old.
Also there is some script that adds everyone on your whitelist if it finds out you are on his whitelist (I think it is included in ESGST as well?) try to check if you have it off.

We can only reroll the giveaway in 3 cases:
If the winner violated the site rules (did not activate their wins, is currently suspended, etc)
If the winner's entry is ineligible (already owns the game, entered the giveaway through an exploit, etc)
If the winner rejected the win (rejected in chat or did not respond to attempts at establishing contact)
Accidentally adding someone to your whitelist cannot be grounds for a reroll. All entries are treated equally - if they were able to enter your giveaway, they are eligible to receive the game.
Since the winner viewed the key and marked the giveaway as "received", so I'm going to close this ticket now.

If it really can't be rerolled, maybe I will create a new room with GA which I won't send to winners that I don't want, and maybe it's time for me to leave this site, there are many unresolved cases, one of which has increased my blacklist, I never won a prize from him, he never won a prize from me never even communicated but I was on his blacklist, when I asked him why I was on his blacklist then he said I didn't know either

Ultimately, only you have the ability to click on "send key" if it is your key.
You can accept a red name or a few-hour ban instead, without giving up the key to the winner if you don't want that.
Your giveaway, your game and you control your hand in order to click on "send key".
Ask the individual to accept a reroll if you don't want that to happen since you don't want to give them the key and they accidentally ended up on your whitelist.
If you think that's rude, okay, but mistakes happen and if support isn't helping, you can always help yourself. At the end of the day it's MY game that I giveaway on this site and while I do have to comply on site rules, I'm not forced to send a key to the person won if I know it's not the targeted audience or if he ended up being there by mistake.

If someone was on your whitelist for whatever reason and able to enter a GA then they deserve the game.
Support will not reroll becasue otherwise it would mean that GA creators can think of any new reason to deny a winner after the GA has taken place.
Also, a whitelist/group GA is a possibilty to be very selective about who is allowed to take part in the first place.
Edit: If you really feel this strongly about this person for whatever reason you can simply not give them the game and take the red mark.

One of the groups that you shared the giveaway with is PUBLIC. So instead of getting into the technicalities of rerolls, why not simply pretend that the winner was a member of that group and send him the key?
You don't have much say about who enters or wins your giveaway when you share it with a public group.
