You level up to level 1 with anything.
To level 2, no. GoIO is a bundle game, so it is worth around 3 in CV, and you need 25. BattleBlock Theatre would earn you 15, but it is still 10 dollars short.

My vote is BattleBlock Theater for the same reasons as talgaby (better for CV) and also it looks like it's a better game.
