Either,There are two possible causes.
I'm guessing you issue was 2 when you first gave away the Why So Evil Duology Pack you got the full game price, but once the maintainer on the bundles list realized it was on such a large discount, it was added to the bundle list. Any giveaways made after the start date of the sale on steam were reduced in value. As there is only one person maintaining the bundle list, you'll have to forgive him for not being omniscient.

You don't need to level up, since there's a lot of giveaways with no level requirement. However the higher your level the more likely you'll win games because fewer people can enter giveaways with level requirements. There's no other way to level up other than giving games.
It looks like you're trader though so it should be easy-ish to trade for a bundled game or something to get your CL to 1.

OK, so my CV dropped from 7.86 to 7.79 over night for no apparent reason that I can see. http://www.sgtools.info/sent/KinkyCyborg still shows my total Real CV to be at $1,785.75 total so I'm confused. It is a long haul going from Level 7 to Level 8 and upwards so to have these drops continue to happen is very discouraging.

3 giveaways for bundled games ended today, sent them, marked as recieved by winners and now my level is 5.09.
I don't understand why it went lower.

You were getting extra CV for the Deponia game (it was showing as 100 points) you gave away a few weeks ago (because of last week's Steam "sale" price and a bug with the pricing on here). That's since been corrected back to 20 points, which is what it should be.

That's interesting. Is the reason one would get full CV in this example that the pack itself wasn't included in a bundle (with its specific AppID), or that it includes a single unbundled game?
Valve CP actually is discounted by 80% a few times a year, but not on Steam. GMG occasionally sells it with 75% discount and allows stacking their regular ~%20 coupons. That's how I got it for $20 a year or two ago.

I meant if it's discounted for that much on Steam, as an example. $20 on GMG is still more than 5% of its base price, and I have no clue how much it could have costed on Russian GMG.
You would get full CV because the pack shouldn't be put on the bundle list because there's a non-bundled game in there. Though Shobo made exceptions to that, when the non-bundled game was actually a DLC (f.e. Blackguards franchise pack) and it was hard to check what the gifter was actually giving.

So long as there is one item within the pack that is not counted as bundled and the pack itself has been discounted to 95% off US price, the whole pack will be counted as nonbundled. This is a general rule though and I wouldn't be surprised if there were exceptions.
Also, it seems like Shobo has started to eye 3rd party retailers already. 40k space marine collection was retro added to the list even though only the base game has been in a formal bundle and the collection wasn't sold at a steep enough discount on steam at the time to qualify.

A game being more than 95% off base USA price ANYWHERE.
So Talos is already cheap in Russia (around $9 base price). Add 66% discount on that (making it $3) and then add another 50% from stackable coupon. Now sale price for it in Russia is $1.5, while the base USA price is $40. That's why it got on the bundle list - it was on sale SOMEWHERE for 3.75% of the base USA price.

game publicly avaiable for below than 5% of it's US store price (over 95% sale) in any region = game may end up in bundle list. Talos Principle is 40$ in US vs 599 RUB in RU store (equivalent of 9$). Now besides game being on 66% sale there was also giveaway of thausands of STASCKABLE 50% off coupons on Alienware making it total sale worth of 83%. While added to russian store price it would make it cost 102RUB = 1.53$, which is 3,825% of US base price (and games Value on SG) or in other words 96,175% sale (it would also mean that you could farm 40$ worth of Value for just 1.53$). It is more than 95% thus game got added to bundle list.

Say there is a package for a game and all its dlc (like a complete/definitive edition) bundled together as one purchase. If the base game is listed as bundled but the package set is not, would I receive full point value for giving away the complete edition?

Valve complete pack for example can't be broken up so it has one singular value, or value of any product in it as you can give whole pack instead of single pack in game.
5 entries means that atleast 5 users must join giveaway for it to give CV. It's the number listed as entries on giveaway. This is done to discourage boosting CV by making giveaways between friends and small group of people.
It's true, however there is no easy way expect trying to check some sites.

valve complete pack never reached the -95% threshold so it will give you the full US price in cv ($75 $100, US price corrected -.-).
-1. bundle game here means it has been heavily discounted, nearly over -95% taking into account all regions (so if it's -95% in RU, based on the US price, it will be bundled for everyone else).
don't confuse "bundle game" with bundles like humble bundle.
-2. public GAs only require 1 user entering them to give you cv.
whitelist, group and invite-only GAs needs 5+ entries (doesn't matter how many copies you are giving away).

install enhanced steam on chrome to check regional prices, always go with the lowest and compare it to US prices to see if they fall below -95%.
price errors will make some games go into the bundle category.

I don't understand... I was on Level 0, gave away 6.99 EUR (7P) title and got Level 1. So I should gain Level 2 around 2 x 7.00 = 14.00 EUR, right? But I gave away a 22.99 EUR (25P) title and am still on Level 1... How much CV do I need to get? I don't mind, I'm just curious.
BTW can I somehow switch my CV to EUR? It shows Steam prices in EUR on the left in each giveaway so it should be possible or am I wrong?

Could someone please explain the sense of rules according the so-called real CV to me? Right now they seem almost nothing but extremely unfair and just plain illogical. First of all. why would the CV change retroactively? Basically, why would a person spend, say, 50$ for a new game for GA, when he knows that it'll cost two times less soon, and therefore SteamGift will devaluate their past GA heavily? It's not like the gifter gets back the difference between current and previous prices, the amount of money they've spent doesn't change. So, what for do the site rules discourage giving away new games? As for the so-called bundle games, I'm totally confused here. I could have understood the reasons of devaluating the games for a couple of months after the radical price drop, it would seem reasonable. But why would a game become pretty much worthless forever (and also retroactively, of course)? The price drops for a short amount of time; why would I get, for example, 1,5$ for CV for giving away a 10$ game just because it has been really cheap, say, two years ago for one week? Basically, the only safe way to maintain decent CV (apart from having a lot of money, of course) is giving away only cheap games from bundles and heavily discounted games, but not the games you'd really like to share.
Help me, please, maybe I'm missing something obvious here.

1) If you give away a game before it becomes bundled, then you will get full CV. But if it was bundled (but not updated on SG yet) then you get the bundle CV retroactively
2) If bundle CV stays for one week then people will keep their keys and start giving away the next week.
But I do agree with one point, if a game was bundled once and a really long time ago (say 2 years) full CV should be given.

You wouldn't believe how long people store their bundle keys either on purpose or just because they forgot them. Sometimes these keys get quite expensive compared to what the person paid for them, especially if the game was bundled only once and never again.

2) Most likely to avoid abuse. If games were on the bundle list for 6 months (as an example), some users would sit on their bundle keys for 6 months, and then do their giveaways after that "cool off period" and get lots of CV for very little money.
If games were "un-bundled" after a period of time, the benefit would of course be that there would be more legitimate giveaways for the games (people are more likely to buy let's say Lords of The Fallen at a 75% Steam sale and do a giveaway for it if it would give the full 50 CV, less likely when it gives the current 7.5 CV), and that would of course be welcome, but I guess it's a tough choice for the site creator to choose between the benefits of removing the bundle status, and the CV abuse (including the complaints about it) it could lead to.
The rules about when games are added to the bundle list even though they have not been in a bundle (but instead heavily discounted in a specific region) are also there to stop CV abuse.
Tricky stuff to balance :(

You may do have a point there if i spend 50 dollars i should get a cv for 50 dollars but its also wrong why
1) with sales there is no way that someone can be sure that you actually gave that much money example you can get mortal kombat 10 prenium from legit sites for 40 dolalrs (lets not mention shady sites) and the cv you will get is 90 you can get an exrta 50 there that you never paid
2) we all here take advantage of bundles there are bundles you buy for 1.5 dollar and can get you a cv of 15 or 20 if you are lucky
So in all fairness a system that traces a reciept and awards that much cv would be the most fair but i cant immagine how much hard would be for the stuff to manually handle all that they do have lives. So i think that all here all users for every 30 or 40 dollars they lost maybe they gained in general so much more

So ultimately I cannot even rank up with bundled games? Even other games like Walking Dead Season 2 which I gifted when it was not bundled (and I got many points for it at the time) are worth nothing right now on my account, and I mostly lost rank due it is now labeled as bundled, even when I bought it from the store.

If I'm not mistaken, TWD2 got bundled, alongside a few other games (like Endless Legend) due to an exploit with IGN prime :(
Getting levels through bundles games is not that bad though. In terms of money per CV, you'll do about as well with bundled games as you do with non-buindled games bought at a good discount.

correct. You may not like it, but its part of the system. If your full priced game gets bundled, then it will now count as a bundled game, even if it was not bundled at the time that you bought and gifted it. I was really upset at first when I learned about this but its something you just gotta accept. You can still rank up with bundled games its just a bit of a longer process
I'm poor so I've ONLY given away bundled games + one non bundled, and I'm slowly getting up there. The key was to not worry about the rankings and only about the fun of the site :)

This is incorrect. A game given before the date it's listed as "bundled" in the bundle list won't count as being bundled. It's just that games need to be manually added, and support are not always aware of every single sale that a game is on, so sometimes they get added retroactively. Also, the exploited IGN-prime games were not bundled until quite a while after they were handed out on IGN prime.

But if this site is correct: http://www.sgtools.info/sent/Nev3rmore there are many games like Deadlight which got bundled later, but still visible as full value game, so there must be a time checker watching bundle and gift date. It is simply frustrating that I selected TWDS2 into a humble store pack to gift it away here, and to get some points then I lost them due to some kind of exploit or whatever. Points is not the main reason I gift away games as I do not gain too much from bundled games, but it would be good if I would have a proper level to be able to enter some better giveaways and not lose ranks weeks after my giveaway ended.

Think about the current HB Telltale: for 1$ you would get 85CV, which would be more than giving away an preordered AAA game. Instead, you get 12.75CV, which is still too much, but it's a reasonable amount of CV.
Also, you get full CV for everything given away before it was part of a bundle (or at a very low price). For example, Apotheon got bundled on Dec 24, 2015. I gave it away on 12 Sept 2015 and I get the full CV of it.

You will get the full CV. But if the base price reduces of that game your CV will also decrease.
Example if you purchased Fallout 4($60) at 75% discount => $15 you will still get $60 CV.
But when the base prices of Fallout 4 reduces in future to $30 (not to be confused with discount), your CV will also decrease to $30 no matter whether you bought at $60 or $10.

But if games have a discount above 95% ANYWHERE, i.e.
if a game for 10$ can be bought for 0.5$ or less anywhere on the world, including russia and so on it will get added to the bundle list as well.
So everything with 95% discount will get added for sure, everything with 70-95% might get added if the lower price in russia + the discount exceeds 95% from the dollar price.
PS: When it gets added the time of the discount /bundle counts. So it might not be on the bundle list, when you make the GA, but will count as bundled after a while.

So if it's on dicount since 07 April and you make a GA and its gets added because of the discount you will drop.

So if I do a public giveaway but for example limited to level 9+ and there is only 1 entry - does it count or not? I'm trying to reduce the chance of bot participation in giveaways (which I think is common on lower levels) but I'm sometimes wary that if I set the level too high I may not get enough entries. Should I worry about it? I mean, it's not a huge concern but still would be nice to know.

The reason the 5 entry limit is in place for private/group giveaways is to prevent CV farming and abuse. Public giveaways can't be abused in such a way so there is no minimum entry for CV.

I make very few region restricted giveaways so I can't say for sure from personal experience but my understanding was that region restricted giveaways followed the same CV rules as regular giveaways. So public region-restricted did not require 5 entries, but group or private region-restricted still required 5 entries to earn CV.

Hey everyone, I'll try to demystify the contributor levels you see on the site.
To get started, the levels range from 0 - 10, with level 0 being the default after registration, and level 10 being the highest level attainable. Users increase through these levels by creating giveaways that are marked received. If you mouseover your level in the navigation bar, or the level on profiles, you'll see a tooltip with the level rounded to 2 decimal places, giving you a better idea of small increments in level, and when you're about to level up.
Levels increase almost exponentially, meaning each level requires double the contributions of the previous level. For example, level 4 would require double the contributions of level 3, and level 3 would require double the contributions of level 2.
How much a giveaway increases your level is based on the gifts price, so a $20 game would add twice as much value to your level as a $10 game. There are three other factors that may influence the value of a gift...
After you give away a game 5 times (whether in the same giveaway, or in multiple giveaways), it will begin decreasing in value. The value is decreased by 10% for each additional copy. This means if you decide to give away 8 copies of a $10 game, it would add $74.39 (10 + 10 + 10 + 10 + 10 + 9 + 8.10 + 7.29) in value towards your level. This has little effect on the majority of users, but prevents individuals from receiving a high level from gifting a large number of promotional gifts, games obtained through pricing errors, or keys from contacting game developers.
If a giveaway is invite only, or for a whitelist or Steam group, it will only add value towards your level if it receives 5 or more entries. We made this change to combat small groups of friends from attempting to cheat the contributor system, and to encourage users to expand the reach of their giveaways. The new whitelist feature offers an easy way to target a larger audience, and you can combine it with small Steam groups to receive a greater number of giveaway entries if needed.
Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. In the previous site, you could potentially receive no value for bundle games, but this way users will always receive some value for contributing to the site. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage.
We hope you like the new contributor system. It's similar to the previous one in a number of ways, but addresses a few holes and possible exploits, allows all bundle games to receive some value (even if small), and it's a little easier to use and understand when creating and viewing giveaways. We'll be testing it out for now, seeing the feedback from the community, and deciding whether any adjustments or tweaks need to be developed.
