The Outsider "DLC" is actually just a white hat cosmetic throw-in for buying the bundle version of the game.
Just send it to one of your winners directly, or do a separate gifting event for it. :)

Eh, I don't think too many users will fault you for putting it up for CV; moreso, plenty of invite/group giveaways already have had the DLC included as a freebie, while I imagine many public winners are still itching for it. I'm sure you'll get some entrants who've only won the base game that'll be glad for the invite-only low-entry chance at the DLC (as I often am, for such). :)
(Though personally, I tend to delay the end time for such DLCs when I put them up, so the winner of the base game I've put up can enter for it as well. ^.^)
