Possibly because there's never been a way to identify who it has been given to. Possibly because there was no way to prove intention of taking someone's won gift. Or possibly because it's not considered important. Hopefully a mod can shed some light on this. ^^

Technically speaking, it wasn't a regift. A regift is defined on SG as the prize of one giveaway being used to seed another. There was no second giveaway, hence there is no regifting.
There is, however, the matter of the OP failing to activate a won gift, and that is indeed a violation of the SG rules and a reason for suspension.

I've waited. His/Her profile says "write a message to his/her profile". I did that. Three times. All of them gets deleted in moments. But someone says "thank you for the game" it stays. I know how long it may take to receive a game. But I do not tolerate to be treated like this.

Sound like you were being the rude one here. I wouldn't want my winner constantly pestering me, especially if I were gone for a couple of days for example. I would have done exactly as the giveaway maker did in that case.
Also, you are kind of screwed if you don't activate that game in your account. Good luck. Since it's from the humble bundle, it might be in your best interest just to buy the bundle and activate the game ASAP

I'm not sure who's at fault now at this, he may be rude but he still gave away the game through a HB link, you should've activated it yourself. If you didn't want it, then tell him to re-roll and do not giveaway the link to anyone else.

Case 1: mark the game as received
You don't have the game activated on your acct
Case 2: you mark the game as not received
well you did receive it so it's your fault for giving it away in forums.

Judging by his Steamgifts profile, he has maintained a 100% gifting record for over $4600 of games. So there was nothing to worry about or be impatient about, just wait for a week. As for him not replying, maybe he was busy or does not like people adding him, and you pestering him just made him annoyed.
He did give you the gift didn't he (although you gave it away)? So why hate someone for holding his end of his promise?

I had someone pull this crap on me at TF2r. I won a raffle there and added the guy. I posted 2 messages in chat ("hello" and "are you there?") followed by a 3rd and final message politely saying I was going to remove him soon and move on since I was not getting any replies. All three messages were spaced out over the timespan of an hour. Immediately after the third message, the guy started copping a major attitude, to which I politely replied that I no longer wanted the winnings and I promptly removed him.
I wish that was where the story ended.
Anyway, if someone is an asshole and is trying to paint you as the bad guy when you've done nothing wrong, not only is it be extremely rude, but it is very frustrating and off putting. It makes you feel helpless and bullied, and after being treated that way you will definitely not want anything from that person.
I sympathise with the OP and I am disheartened to see people posting here throwing further abuse your way. You probably don't deserve it. It does unfortunately seem as though you may have broken the rules by passing the game along to someone else, though.

In this case yes. The giveaway creator has 7 days to send a gift. If you go to the user's profile you can clearly read."Don't add me if you won my giveaway. I will send your win to email" adn "I can't load SG! I will send when i can :)", the giveaway creator has made 686 giveaways and all have been received. There was no reason to get suspicious of the giveway nor to wanting the game as soon as the giveaway ended. You are getting a free game the most you can do is wait. On my case I have only contacted a giveaway creator ONCE and it was because he only had a couple of hours left to send the gifts. If he had waited till like the 6th day I might agree with the op to a certain extend but the ammount of messages he sent in a 'short' ammount of time removes all reason from him.

It doesn't matter, if it is on his profile or not. It's the gifter who contacts the winner when he has time/means to do that, not when it's convinient for the winner.
It's a generous person giving free stuff, not customer support in a retail store. He has no obligation to respond to any requests from some random steam user. And i bet he gets a lot random adds every day.
The site does not have PMs and discloses email address only to the gifter to avoid situations like this (among other reasons).

I've won a giveaway, and giveaway creator completely shut me down for four days. Did not reply to my messages, and friend requests, and constantly deleted my profile posts which is his/her preffered way of communicating. After four days he/she sent me an email telling me to "learn to wait" and "that's not my job to send your win as soon as it ends. there's a week for it ;)".
Actually I was waiting to open a support ticket to show how my posts are deleted and I'm completely ignored. It is not polite to treat people this way.
As a result, he/she earned to be the very first entry in my blacklist. And I will not accept his/her giveaway.
