i think it is ok but I think because it isn't a star wolves pack you are giving and the giveaway is for 1 staff may not go with a reroll they might so ymmv =) also this is nice of you and a good understandable reason to give away all the games I think

As others have said it's perfectly fine and as long as the winner receives the game the giveaway is for you've done your part - the rest is just bonus added funk. 1 - Then create a ticket, mods will check it out, and if game will be actived on his account and they will resolve it.
2 - You can't. This is the risk you should think about before making this GA. If winner will do something like that you can always blacklist him, not much else to do, IMO.
3 - No. What's the point of them? If you want to GA few different games at once just make more GAs.

You can't prevent re-gifting. If you want some kind of "safety" you could create 2 private giveaways, inviting only the winner to join. You won't get any CV (just like if you sent the games directly) but if the winner don't activate/re-gift then support can give him a suspension. The real question is: "is it worth the trouble?".

What if the winner marked a not received because he did not receive the extra games? I hope this can be resolved by creating a feedback request ticket and/or report the winner for feedback fraud.

You can't prevent it. You can only check and report if it isn't activated a week after the giveaway ended.
Personally, if it's the user's first win, I add them on Steam to make sure they are aware they have to activate the game on their account, otherwise I just send the game and check the activation later.

Ah, ok. Well you could tell them to activate the games right away, and later drop the keys in the forum or give them to a friend to try them.
This way they won't be able to regift it or trade it. They could still have given it to a friend though.

I feel that sometimes it's kinda weird playing the sequel without playing the prequel, so if I created them as separate giveaways, the winner for the sequels will suffer from this kind of situation.
