Yup, as luller said. Just request new winner with "other" category as reason and write that winner has got proiate profile. They will handle this from this point.

if the person doesnt activate a gift its gets autobann. also, there is a way for you to check http://www.sgtools.info/activation

but SG ask you to put public profile (for a moment at least) to sync with steam. i bealieve it syncs every 4 days or so

Indeed sgtools can't check a private profile, but the private profile owner may open up his/her profile long enough to check if you ask (I've only been asked once), otherwise I believe support may be able to help determine whether the user has unactivated wins, as luller said (I presume they use the information they cache during the synch window).
There are good reasons to have a private profile as well as bad ones, and SG is generally compatible with private profiles.

well you see on sg if a winner has unactivated gifts, i'm one opf those guys with private profiles and it will stay that way. I think that suport wont allow for a reroll of a public ga becouse winner has a private profile, you can have it public for a few secondt every 7 days so sg can sync the games and thats it.

where can you see, if a winner has activated his wins or not? is there a tool? cause normaly you cant

i know, but he told he could see it on steamgifts even if you have an private profile^^

If I am not mistaken, sgtools.info uses the SG API and not the Steam API for that so the profile can be private as long as SG picks up the game has been activated then it will be fine.

I keep my profile private (except friends) and make it public every few days when I sync with SG. I agree, trust SG to handle things. They will make sure that people activate their wins.

I handle it like this:
I add a person and tell him that I need to check his profile for unactivated wins prior to sending him the gift, which means that he has to change profile to public for a short while. I also tell him that he has a right to refuse, but this will result in sending reroll request and SG's support will check that then.
So far nobody rejected my kind request and everybody played fair. It's an extra effort for me (as opposed to just sending the key through SG), but it's worth it.

Hi speak121 !
I guess the winner you are talking about is me.
Be sure all the giveaways I've won have been activated and not regifted. You can add me on Steam and check by yourself if you want. There is no need for a reroll. :)
