So humblebundle says that the new Capcom bundle isn't available here in Japan; does that mean that the keys will be region locked? (Because I thought Japan was in the same region as the US and UK)
Or does it just mean that Capcom won't discount their games here in Japan for some reason?

The main thread is here. It's already been identified that a few games have region locked keys and German users are getting the low violence versions of some games. On top of that, due to various issues I believe some Capcom games simply aren't available on Steam in Japan at all - so I'm not surprised if the bundle isn't available for purchase to those users.

It's also region locked in Russia and CIS.

Same as in China, but using a VPN allowed me to buy and activate all games from Tier2

That's kind of a very poor customer treatment. There is not a single warning or notice of Bundle's contents being locked depending on the region. I've sent a gift to my friend from Egypt while being in RU myself and figured he can't activate any of those keys. How is that even acceptable?

Agreed.

RU buyers also pay the same amount listed in the Humble Page right? It's not like they pay less or something.

Indeed, that seems rather bizarre. Even though Humble Bundles always have same pricing, there are still region locked Steam keys which leaves RU/CIS and some other regions buyers without a proper way to gift full copies or share certain games with their foreign friends. I've already left a ticket asking for refund, this is absolutely improper by their side.

I ran into the same problem. I've lived in Japan for years, but my steam account is registered to the UK still. I can't but the Capcom bundle from humble, but I can activate keys just fine. I did yesterday.

I had the same problem with the Sega bundle last year. I really wanted Typing of the Dead, but couldn't purchase it from Japan. I had a friend's buy it for me, then activated the codes myself. No problem :-)

Really? I'm from the UK, and that's where I opened my steam account, so would the keys work if I got them from someone else?

Well, my UK friend got me the Sega bundle last year, and the code worked fine for me. For this current Capcom bundle I can't say for certain, I won the Street Fighter IV giveaway yesterday and activated the code fine - but I don't know what region it was originally purchased in.

I heard Resident Evil 5 and DmC are region locked, can't be activated in Japan. So I bought only tier 1 through my friend which worked fine on my Japanese account.
Not only CAPCOM, but Bandai Namco, Sega and most of famous Japanese publishers would restrict their product from selling with cheap prices to domestic users. Even Neptunia can't be bought directly at steam store. It's weird but common among Japanese users.

steamdb is useful to check whether the game is region locked or not.
If it says "This package can NOT be purchased in specified countries : Japan", you can't activate the keys in Japan.

Examples (games not in this bundle):
Mad Max, Dark souls, PAC-MAN Championship Edition, Fairy Fencer F

The way i understand it that only applies to buying on Steam itself,as i have bought games that had region restrictions on Steam itself but the keys from say like GMG or bundle where region free so i would not always use Steam DB to determine if a key can be activated or not as that not always a good indicator as that is for buying on Steam itself.

Any keys outside of Steam they have no control over locks and are set by the publisher for whatever reason.Japan has always been kinda sketchy with bundle games at least on Humble and so has Germany.

Always best to check before a purchase though....or take the risk

You may use G2A for such purposes, it also tells about locks on product page for STEAM GLOBAL KEYS.
