I'm afraid you misspelled "11-17-12-23-20-11-11-14", it's spelled "11-17-12-8-23-20-11-11-14" :-)
But even though I'm fairly certain to have properly cracked your code, I can't find the giveaway using that combination :-(

decoded the msg but characters dont lead to GA, also the clues are quite useless it seems am I missing something?
