That's why games have different versions.
The original Gameboy had to be able to run games that were simultaneously released for the Super Nintendo, but that didn't mean the SNES versions had to be released in crappy black & white monochrome simply because one of the machines was technically inferior..
I've heard arguments bandied about that our console cousins would be crying rivers of salty tears if the PC version looked better than the one on their already medium spec hardware, so a number of developers have deliberately hobbled the PC release of their games in order to safeguard the world's Kleenex supplies.

I wouldn't call a random imgur album as a proof without other consistent info, could be many things (console gameplay as already said).. Preordering in general is bad as most of the time it's just hype and final product is not even close for what was promised, then kids will make a shitstorm of rage over internet... Wait to release and to reviews and solid gameplays (not from devs) appear, then you decide, especially since it's a case that don't have any decent preorder bonus.

I think the hair on the beast, the grass, the leafs all look incredible. Until the game comes out we won't know for sure if there is/was downgrading. For me the game looks very close to the first trailers, if this fidelity runs at a stable framerate and has no loading this game can be something amazing

the grass might look good but if u look at the foliage that is moved by his leg as he walks backwards you'll notice its 2D and pretty bad lookin really. Other than that I like the lighting myself though could use some more shading around his arms and shoulders

you mean like the witcher 3? which is a series with a good story and nice combat revolved gameplay. Games that have been on console as well, this includes witcher 3? We're missing out on that? No people are looking for a good quality game that isn't brought down in visual quality because of the lesser market. Your argument is totally ignorant as they have shown footage long ago that awed everyone, and even before anything was shown people wanted to get the game that would come after Witcher 2, the great footage they showed years ago was only icing on the cake. Now with you saying that that were only wanting icing? I'm not talking about this game I'm talking about all games in general, I have had more fun with 2D games then some of the AAA titles out today that just focus on visuals. Its sad they removed the realistic blood in the water or the downgraded edges on buildings etc.

I'm sorry but I believe you are very misinformed. CDPR stated many times that the graphic on consoles match the High preset settings on PC, not Ultra. Moreover, they also confirmed that consoles versions will be capped to 30fps, so I really don't see a parity here.
About the features like blood on water, that's the first time I've ever heard some confirmed it, if you can't provide source then I can't believe you on that one.
Ok, I found your post below, looks like you weren't exactly correct. From what I've read, there will be no blood splatter on the ground from humanoid characters, only from monsters which actually has some logic to it. Still, I think we'll see some mods regarding that matter after the release.

We have no idea how the game will look like until some reviewers show some detailed footage at least. Why don't someone make an image of Geralt in MS Paint and post it claiming its from Witcher 3. Because that will have just as much credibility. I mean, we have no certainty what versions of the game we've seen so far.
Until we see footage from the actual retail version, we won't know for sure how was the game downgraded, if it will be downgraded at all.
I mean seriously, can't people at least wait to complain about a thing once they have actually seen it?

There is no hard evidence that Witcher III will be lower in quality. The screenshots do not represent the actual gameplay or graphical limits and there has been rumors that they were intentionally lower quality so as to keep the highest quality a surprise. CDPR plans on releasing screenshots and footage of the game on the highest quality settings on release. Doing so before then could hurt console sales, since people may feel like they were cheated out of the sort of quality available on the PC version.
CDPR stated that there is only one texture model for every character and they unified all platforms using a single build. They did also state, however, that there are high and ultra quality settings available to the PC version, which may sound contradictory at first. What people don't understand is that their statements were sufficiently vague so as to permit scalability. Although the model textures and builds are the same, the quality levels could be scaled. Just because it's the same texture model, that may only imply that it there was only one base design off which the developers scaled to fit the quality settings. If the quality settings were the same and this applied universally to all platform releases, why would there be quality settings at all?
There is no valid rationale for a downgrade. It would butcher sales and ensure a failed project, even if their sales included those from consoles. Even if this is true (and I find it extremely unlikely), and they did "downgrade", CDPR has stated multiple times that they were under time constraints to get the game released due to the pressure from the publishers and impatient fans. Any deficits in the game, in my opinion, should be blamed on this. If you don't let the artist have ample time to perform their craft to their best, the finished product would be an unfinished disaster of truncated quality. Call me crazy, but I have faith that they will not fuck this one up. CDPR has developed outstanding games in the past and they have displayed their skills as both competent and talented developers.
Baseless speculation and eyeball guesstimates do nothing but dash the hopes of fans and drive away prospecting users misinformed by ignorant critics. I'd recommend keeping your speculation to a minimum until the game has actually been released.

Do you have citations or sources which verify any of that? They could be aiming at 30FPS on consoles because most consoles do not support higher framerates. Blood in the water is a graphical change which may be related to the graphical settings. I have not read anywhere that CDPR wanted platform settings parity. They only spoke about platform unification through a single build.

If they would do it properly they would aiming for 60FPS+ on pc and not 30FPS.
Also why do you want your game to be looking the same on pc hardware as it does on console hardware as a dev?

The operative term "aiming" only indicates that their goal is to achieve a default 30FPS level. For all we know, that could mean forcing the game to run at lower framerates to ensure console platform playability, or it could mean that they are still trying to push the game up to 30FPS. I suspect the latter, considering CDPR has mentioned multiple times that there will be ultra quality settings on the Windows PC version.

I dug up the original Polish article. They actually clarify that there will be an uber mode there (just like in Witcher 2), but it will be initially locked because even the most powerful machines now can't take it.
They also said that they use the same version of the games for all platforms, because they would not have been able to make the game on time if it was otherwise.
Also, the question in the article is:
Na polecanych wymaganiach dla PC osiągniemy 30 czy 60 klatek?
Which roughly translates to: Are we gonna have 30 or 60 fps on recommended settings
And then there is the fragment you quoted, which in this context means that computers on recomended will play 30 fps or more. As the article I quoted earlier states (from gaming pc forum), there seems to be no talk of hard fps lock anywhere there.

It makes sense, seeing as there was preliminary discussion of Witcher III being an extremely graphics-intensive game. This recent talk of it being downgraded graphically just didn't make sense. Do you have a link to those quotes? I found both quotes myself here and here, respectively. NeoGAF is not a reliable source, nor are baseless speculations by forum posters with no affiliation with the project. The translations may be useful, but I have no way of verifying their accuracy. Strange that there is no reputable source reporting on these claims. If such a conspicuous confirmation of "downgrading" was occurring, surely a media outlet would pick it up in a heartbeat.
The second link, I believe, is that very media outlet. It seems to be providing a translation of the interview as well, though considering the site is not very popular or reputable, I have my concerns about the accuracy of its report and translations. Anyway, the statements in the interview aren't very helpful. They only confirm that the game will run at 30FPS by default. It does not detail any framerate locking, nor does it specify whether higher framerates could be achieved so long as the computer can handle it. As far as I'm concerned, this isn't big news at all. They decided to make it 30FPS at default so as to ensure the widest number of people could play the game. People may be able to exceed these framerates if they have the power, but if CDPR were to make the default framerates 60FPS, it would void both console platforms and a wide majority of users who are unable to run a game at that demanding a level. Nothing surprising here.
As for the third one, I believe you're taking it out of context. Momot was discussing about censorship of gore and violence in order to comply with European or Middle Eastern censorship standards, hence his statements above that, which read:

As far as blood splattering on the ground, as we said this is not the case. I think we've seen enough gameplay footage recently to accept this fact.
Given the statements in the thread, it may be true that this was omitted, though it's unclear as to why. I doubt it's due to graphical issues or so-called "downgrading", or that is has to do with censorship pressures. I suspect it was just a development choice if so. As the following statements in the thread indicate, however, there is confusion as to what exactly Momot meant here. Seeing as he didn't correct the interpretations of other users in the thread, one could assume that these interpretations may be accurate, such as this one:
What he means, is that blood splatter IS present in the game, but disappears after like milisecond of being there, so it's obviously glitched. On some monsters however it's there and stays for long like it should.
Moreover, there isn't much clarity on this issue in the first place. There is discussion about "old" and "new" builds, the latter of which omits blood in the water, but the comparisons of these builds are problematic. Most of them compare human enemies and fantasy creatures, which is an issue because blood in the water may occur when fighting human enemies, but not monsters.

Are you serious? Way to go misinforming people and making fuss about nothing. Look at this screen, it's low graphics settings, MAYBE medium max. Not to mention CD Projekt already said in an interview they conducted a few months ago that there will be NO downgrade. Do you have any actual proof that there will be downgrade present aside from a low-res screenshot taken during playthrough on low/med settings without any filters on? Yeah, didn't think so.

What is subjective, however, is the quality of lighting in this trailer. We've made a mistake by showing some of the scenes rendered in dark and greyish colors. That was the option generated by the engine. I believe that there will be places in the game that will look unbelievably good, and no one will be able to say that they differ from the first trailer. Unfortunately, there will be fragments of the game that will look worse. It's just like in GTA - once there is squall and everything is grey (especially in the forest) the graphics will definitely seem to be worse then graphics from a living city illuminated by neon lights.

it's the first time i've read that article....
before reading it i thought it was like the art style they chose,a Dark and realistic theme,but in newer builds there is more color diversity and colors in general are much brighter,and it makes a lot of difference.

It does not really matter as far as I am concerned.
I have a GTX980, i7 4790K, 8GB and GSync monitor with 2560 x 1440 @ 144Hz display. Even then I know I can barely run this game at 100 FPS, which is what I always aim for at high settings. Some demanding effects removed does not really mean a bad thing as far as I am concerned. If they were in game, I would probably have had to disable a lot of them anyway.
If they did reduce the graphics, it will most likely be because they were taking too much resources. they do need to make sure that the majority of population can play the game without feeling they are missing out too much.

Most media up to this point is Production Media, ofton this does not reflect the final game. They could have nerfed the game visually to lower the hardware specs & for consoles. But I believe PC will still get the best quality & if not at first, then there will likely be an enhanced version for higher spec machines later.

the thing is they've clearly changed he atmosphere or even we can say art style a little bit,you know those pictures from 2 years ago,they have a dark and kinda realistic feeling to them but newer build are more fantasy looking imo.for example the colors,in newer build colors are much livelier and brighter (trees for example)
and there is a day/night and weather system in the game,so some of those pictures might have been taken during a different time so they can't be compared.
i personally believe in CDProject,and i don't get why people are acting like this(and by "this" i mean like whiny bitches),at least wait for the full release.
