It's ok, but I think it's having the opposite of one the intended effects. To increases the number of GAs for great games and reducing GAs for trash.
I think the only solution is to remove private and group GAs from the public CV. So to enter a public GA you need public CV. It prevents people from farming CV in groups either through incorrectly labelled region locks or passing games among friends.

People from russia won't be able to create public ROW GAs people the people entering won't be able to activate the GA and so will mark as not received. They'll need to create region restricted CIS public GAs, which would get 35% (standard russian discount) of the CV that ROW GAs get.
btw. The 5 entries requirement is all GAs not just private ones. And people "farming" CV are damn sure going to be getting their 5 entries. the people doing the legit puzzle GAs are the ones penalized. But you can still have private CV. It's just doesn't get you entry into public GAs with a CV requirement.

The most important thing personally is that AAA titles don't end up on the bundle list and that people are discouraged or penalised to give them away.
The reason the AAA titles end up on the bundlelist is because CIS can buy the game at 95% discount and then give it away as a ROW gift as long as a Russian gets it. The only way to ensure that a Russian gets it is for the GA to be private or a group GA. So if you exclude those two GA types from CV calculations Russians created dupe the system and AAA titles don't need to be marked as bundled.
So then there is still an incentive for people to GA AAA titles.

I thought it would give you less being region locked hmm i guess it's a hard one as games compared to income cost more there but i guess there are people out there which exploit it quite a bit. Anyway lot of games must be bundle if it is the RSP USD price compared to the lowest price on the planet, i think really it shouldn't be I guess bundled really because it is region locked so a cheaper Russian copy can only go to the people from Russia so it's still only 85% for them

Well in my home country and most of central america minimo wage is $275 and average wage is like $500 a month. I don't think Russia is below that but I haven't looked TBH

The system actually favors the CIS living people. They can get Wolfienstein for $2.5 and get $9 CV. While someone in rest of Europe needs to pay 9 Euro and get $9 CV. So the only ones that the system "hates" are the people living in the higher priced regions.

I'm fine with the game not giving full cv given how steep a discount it's gotten, I know it's needed to prevent people from abusing the CV system, but it'd be nice if SG staff would do a split list for bundled games and heavily discounted games - As it is now, placing discounted games on the bundled list isn't entirely honest given that they weren't 'actually' bundled.

It's getting time for a RU/CIS CV system.
Instead of putting them on the bundle list, put them on the RU/CIS list and make it only for giveaways restricted to that region. Ain't that so hard? Instead of applying the lowest for all which is totally not fair.
Over time the way it is handled now it is going to hurt the overall quality of the games given away

Since many who live in lower price regions still would want to make non-region restricted giveaways (there are more sources for games than just the regional Steam Store), one way to make it work (and limiting abuse, stopping region restricted users making "fake" non restricted gifts within a group for "cheap CV farming" that the bundle system is made to prevent today) would be this:
For every non-public giveaway an algorithm checks the region of the entrants. Since we have the system of 5 entrants = CV, let's go with the same rule:
More than 5 entrants not part of a certain region restriction = standard CV. Less than 5 ROW entrants and all other of the same region = region restricted CV based on the store price for that region. So, if someone makes a private giveaway, and doesn't mark it as region restricted, and the entrants are 37 users from Russia / CIS, the CV is calculated from the price in the Russian Steam Store. A regular mix of entrants from all around the world = full CV.
This way the regional pricing based bundle list could be reset, and only the 95% rule would be used.
A new system like that could still be abused (with a few fake accounts in a tight-knit region restricted group), but would lead to some permanent suspensions if it got revealed.
I don't think anything like that would happen, since it's probably a lot of coding work, and too many people would complain over not getting full CV.

That would be almost as bad as having four solvers for your puzzle (no CV). Simply bad luck. At least you would get the regional CV.
There could probably be some kind of scaling for low entry giveaways like those, since in your example, the region restricted users weren't a majority. The one who would implement the system (I still doubt something like this would actually be done) would have to decide where the line goes between risk of "losing CV" for legitimate users and the ease of abusing the system.

It's not perfect, I can see that, but still better than locking off the region restricted users completely from doing non-region restricted giveaways, or keep adding games to the bundle list at a disheartening rate.
Having a giveaway where all but 4 users who joins turns out to be from Russia would be bad luck, similar to getting only 4 entries for your giveaway. Still better since you still get the region restricted CV. If you did a giveaway for The Evil Within with these rules, and you had the bad luck of almost only Russians entering you would get 15 CV instead of 60 (1000 Rubles is about 15 USD). With the current rules you get 9 CV since it's on the bundle list.

Im not hoarding for CV, but obviously i would rather make a giveaway for something non bundled, which in this case might be worse then these 2 games

happens everytime, get used to it, not worth to giveaway nonbundle games here, just give it to some of your friend if you have the mod. If you do here, some russian would win it who hoarded high CV because he bought AAA games on lol price for marketable items and cards because the cheap games gets them like +100/200/300% profit just by the cards:-)

This system is rotten its not fair. I dont care if Russians got it at 96% discount vs USA price. I really dont because after all their pay is about 1/3 or less of what employed citizen in USA gets. Gifts are region locked so i really don't see any logical explanation for this BS.

I think the rule's pretty silly.. I mean if you care about an unfair CV advantage for the Russians, that advantage's already there when the game's not on sale.. If the game's 50% cheaper in Russia, they get twice the bang for their bucks, no matter if the game's 50% off, 90% off, 95% off or full price. Hopefully we'll just get rid of this CV system, cause it's starting to get pretty annoying with unwanted side effects :-)
