IMO Steam should not allow games endorsing extreme content like incest, pedophilia or rape etc. After viewing 10,000 games in discovery queue, i can say this; there are some really f* up games in Steam. I was reporting those kind of games but probably Steam doesn't care since i never get any feedback and they didn't remove any of reported games. I mean if Steam gonna reject Evenicle 2, they also should remove the other games too. BTW i don't know how NSFW Evenicle is but Steam having two-face in this situation. (sry 4 bed england)

Valves policy with this kind of stuff is the reason I'll never buy any eroge on Steam - although I play nearly all titles with an English translation. Many people would say "porn games shouldn't be on Steam, so it's the right decision" never played such games at all. This genre is the origin of some great animes out there, and many of them have a deeper story than most AAA games.
Anyway, as a translator of eroge myself I wish Valve wouldn't be so fussy about it. They should allow it and in countries where it's not allowed, they should simply block/lock it. It's a game, hence it's the work of a human who's interested in such things (otherwise he/she woudn't make the game at all). And games are not the real life, so anything should be allowed as long as it's according to national law, and Valve shouldn't interfere there. I think each gamer on Steam is old enough to know the difference between a game and the reality, so there's no need for Valve to "act like ther guardian".
Otherwise, there are many other plattforms out there and one of them would be especially happy about an exclusive title in their store. And a shitty plattform (not that I'm against the plattform I'm talking about, but many are) is still better than none.
So, hopefully Valve will reconsider this.

Don't play these games much but have no problem with their presence on Steam. Speaking of this game - never heard of it, checked some pictures posted here in the discussion and see nothing wrong with it, just another boring fapping game like Megadimension?

Game is officially not coming to Steam. While I can understand why Valve would reject it, I don't know their official stance on such matters.
I wish Alicesoft had tried to release a SFW version with an external NSFW patch, that has a better success rate from what I've gathered.
