Wait a sec. If you win something you don't necessarily want, must you activate the game? Can't you create a giveaway to give the thing you won?

you must activate. You're entering for you not to trade. If its a game you don't necessarily want you don't enter in the first place and take that chance away from somebody who does.
Its in the site rules...very clear
edit- also no regifting, they mention that in the faq(sticky at top of forum) and site rules too

if you're all buying it anyway and activate the copy won that specific problem wouldn't come up(all chip in for a 4 pack, instead of sending direct decide to do private links for instance, but that requires it being games you actually want so its not as easy to rack up anyway

He won't be banned. I've reported several people that exploited this system - private giveaways, expensive titles, only 2-3 entries and the winner doesn't own the game. They've never been banned, so I just gave up reporting.
Also, there's tons of people that aren't activating their gifts, they just trade them away. I see this a lot around here :(

If the winner marks the giveaway as received but does not have the game activated, they will be suspended. If the giveaway seems suspicious of contribution value farming, then both the creator and winner will be suspended/banned. It can be done but it is very obvious to most and is a quick way to get yourself off this site.

You'd be surprised what the people on this site notice.

Well, about two month ago, i saw someone won "Valve Complete Pack" in the "Last received gifts" list, and because i did not saw that giveaway, i checked to see if it was a group GA or a private one... It was a private one with... oh wait, 2 entries.
And looking at that guy history, i saw he already won that pack 2 times before. And he gifted it back 2 or 3 times.
I checked who he and his litle CV cheaters were, and reported them all. And got them suspended (for something like a month).
But what i found out from that situation, is the fact that there is no automatic checking. As long as you don't get caught, you're free to be as much an asshole as you want.

Only the support people around here would know how common it is, but some people do try this fake CV stuff with friends or alts from time to time. Eventually they use their fake cv to enter high cv giveaways, and the giveaway creator looks at their profile. Or they have the bad luck to "win" their fake giveaway right when someone's looking at the main page's "latest received gifts" or "top contributors this week." Or they write some forum message that attracts suspicion... :)
Seems there is no automated process to catch people who do this, but they do get caught eventually. Just so you know... :)

Just out of curiosity, I'm supposing only the people that have links can join the private giveaways. And let's say you create one with Skyrim Legendry Edition and only one person joins, that person wins. But the whole thing was a setup and you check 'sent' and that person 'received'. ... Just asking to learn, but this seems much possible, isn't it? Or doesn't it add up to your total value when it's private?
