0LVL public gibs.. never again

Well, i just tried first time from years give today GA for 0lvl (cause i always give public for 3+) and what i get? message "key was duplicated" i just checked his profile and what i see? He don't activate some games what he won, this is only bundle game from hb and still trying to trick me and get another copy.. 0LVL gibs never again.
