Is advertising your youtube channel allowed?

Self advertising is only permissible if approved by support.

If you would like to include some self-promotion in the chat or forum, please run it by a mod first.

Just create a support ticket and ask them if you can, maybe link it and tell them a bit about it.

If it's just standard gaming channel I wouldn't think staff would allow it in the forums but I'm sure they wouldn't mind it in a giveaway. As everyone else said, ask.

One of the threads I read said we could post any advertising so long as it wasn't a required part of the giveaway. So is advertising a developing game allowed?

Only if its a lolcat or fail [video]game. Or that snowboarding crow. Or you reciting Thoreau. Or Leaves Of Grass.
