Level 2 is very low. You need at least to be lvl 4-5 to see a difference. Check SG stats and number of users per level https://www.steamgifts.com/stats/community/users

You need to enter to win. 1 win per 1000 entries is common for public giveaways.
The less entries in a giveaway, the higher your chances. The higher levels the better, but nothing beats private groups.
Public groups will help, but the groups were you gave to gift as well are the best. You could win daily in them.

Also, try entering GA's other than wishlist and AAA games. 2,986 entries in 5 years isn't that many. Especially if you are only entering fpr GA's that are high in cost and for AAA games. There are people here with 35K entries and not even 100 wins yet.
Me, I haven't seen a win in (just shy of) a month now myself. And it happens. I know that. Don't go in thinking you will win every time and try to find some indie games or small titles here that you might like to try.
It does take time to win. It's all RNG.

Join groups, if you do play your wins Playing Appreciated is a good one. Follow discussion, many invite only giveaways of good games with not as much entries here. Give more, do some events or a train post, interact with the community and you may get on some people's whitelist. Just joining public giveaways with over 1000 entries will not let you win a lot.
