Based on other comments, is counter-whitelisting a thing now? Especially since it's like lots of names I've never seen before.

I (at least at present) do not maintain a list of exempt or excluded users either. That being said... I have contemplated blacklisting winners that never comment one way or the other in a GA... but that means I have to presume the person is just being what I personally consider to be a "leech."
My personal definition of a leech is someone who refrains from showing any form of gratitude to a stranger after a win merely because that person is a stranger. In other words, they don't know you... so you mean nothing. That certainly sounds a bit extreme I know, but so many of us are guilty of similar behavior from time to time. I guess that's why so many of us also have a tendency to ignore problems others are facing until either we know someone confronting those respective issues or we come to face them ourselves.
I have always personally had a difficult time viewing some people as leeches merely because they do not give a lot (or even anything)... some people just don't have anything to give, and they're just fortunate enough to have a system to play on in the first place. I realize that not having games is nothing like having no food, but I love gaming... always have... and I understand why people without the means to buy many games still want to play.
... alright, now that I've climbed upon my soapbox and ranted as if it matters... I'm off to enjoy Wild Hunt... still haven't actually started it up yet!

If I will ever have enough money to make giveaways, I'll probably do some proper ones! I don't know how you guys feel about those things, but I personally I would not feel right for gifting bundle games. Especially not to just up my "Gifted games" number. (Now you may wonder why I have 1 gifted game though, it happened that someone really nice gave it to me a long time ago, when CV-s arrived on this site, to actually give me CV to be able to join his giveaway other giveaway for something big I can't remember. I wish I could gift games, but currently I just can't really afford that. But the days will come!
Also, a side not from the last paragraph: I have no idea why I'm already on so many people's whitelist (at least 3 or 4, I'm not sure, but I always see whitelist giveaways on my main page), but I think it was a very nice thing for them to put me on their list. I'm curious as to why though. Welp, I may never know.

I personally I would not feel right for gifting bundle games
Why, what do you have against them, are you some sort of a bundle racist? ;)
Take a look at all these games in the $1 tier, now think about how happy people would be had they won.. if only you had bought and created GAs from just one of those $1 bundles.

Those whitelist GAs you could join was probably because there also was a group you were in added to the GA.

About bundles... the $1 tiers have rarely any games which people would even play (there are exceptions though, of course). Now you may think, why do you have this assumption? Well I have a friend on steamgifts, not even only one. There are a few. They just join to get more games, because they a re a "collector" but never play the game. Or they just start the game up, get the cards and will never play it again. "But they're free! Who cares?"
I just wouldn't like that attitude, of not giving a chance to a game. Don't forget, this is just a personal attitude towards gifting bundled games. Also, there are very few bundles which had games I liked myself, but there were a few, for which I am very thankful. But I never bought a bundle myself either. In fact, I never bought a game on steam, most likely because I rarely have any money to spare. Not even $1. I don't have a job, nor any income, which should justify this reason.
About the whitelist things, I am not sure that they came with groups, in fact I am pretty sure most o them have nothing to do groups, because in the past year I only joined 1 new group, my best guess is, that people are just generally nice.

Hah! The AI GAs were from a secret santa group I was part of this last year. I purchased the game and season pass for the group member I was responsible for. I misunderstood the actual gifting process and created the first one to end on x-mas rather than open on x-mas. So the first one was an invite only for one person that never received an invite.
To be honest with you though, I cannot exactly recall what occurred with the second one... if memory serves (and if often does not) the user's profile was not fully public so since I was not their friend I could not send them an IM through Steam to the address for the GA. I sent them a friend request... that didn't get accepted until after the second GA was done. Since it was not an official SteamGifts secret santa it was not like I needed to satisfy a successful GA to maintain member privileges... so I gifted the game through Steam to my new friend, we then let the creators of the group know the route we took, and all was good...
Long story short; two invite only GAs where no one was invited... I should just ask the mods to quash them from my created list, but it seems to be minor issue not worth bothering them for.
Edit: forgot to answer the part about users that have given nothing, won often, and clearly have money because they have a censored plethora of games in their collection... I would tend to agree, but I never bother to check out a user's library and most often do not even look at win-to-GA ratios... that is likely because I'm just too damn lazy ;-)

I started to do just that as it really turns me off. Almost half of my winners is blacklisted by now. I have even begun to feel bad about it because it's getting so many...

What is a leech?
To ME it's someone who..
• Makes (zero / only one) giveaway and then leeches without ever giving back.
• For the most only creates "invite only / private GAs" and yet still partakes in public GAs
(i.e they can win from all but no one (from public) can win from them.)
• Creates GAs out of the free games from sites like Indiegala / Facebook etc..
• Has been on the site since day one (3 years?) and only managed to create a one, if not zero GAs
but have won 100 times and have a Steam library of 500+ games.. You know the type, right?
What I look at when deciding to whitelist:
• "% Invite" (% of Invite Only)
• "% Private" (i.e. Small Closed Groups)
• "% Created / Won" (i.e. Win Ratio in %)
• "% Region" (i.e. % of Region Restrictions)
• "Time since last GA was created"
Something I wish I could see:
• Length of time on completed giveaways (one world does not equal one time zone, please keep this in mind when creating giveaways.)
• When "Invite only" are for forum trains and thus open for all.
Whitelist 101
I reserve the right to boot you from the whitelist if:
• Your GA create to win ratio goes into the negative.
• Your "Invite Only / Private Group / Region Restricted" GAs exceeds 33% of your total GAs.
• Its been 30 days since your last GA but only a day since your last win, which now places you in the negative.
The former is only for approximate guidance, the last is an instant boot reason.
• You create "fake" region restricted GAs.
• You create GAs from free keys. (IndieGala etc.)
